Agendas are posted by 5 p.m. on the Thursday preceding the meeting date. Summaries are posted by 5 p.m. on the day after the meeting date. Minutes are posted by 5 p.m. on the day following the meeting when they are approved.

All City Council meetings are open to the public, except for portions of meetings in which the subject of discussion warrants a closed meeting in accordance with exceptions provided in the Open Meetings Act.

Members
The Midland City Council is made up of five elected officials.  City residents elect these officials from the wards in which the candidates reside.  Council members are elected for two-year terms.  Council elections are held in odd-numbered years, at which time the entire Council is up for re-election.  
Elections
City Council elections are non-partisan.  The mayor and mayor pro tem are elected from among the Council members by a vote of the City Council.

The Mayor of Midland is the presiding officer at all City Council meetings and is authorized to sign legal documents on behalf of the City. The mayor represents the City on local, state and national levels. In the mayor's absence, those duties are performed by the mayor pro tem.

Responsibilities

The Midland City Council is the City's legislative body.  It sets policies, approves budgets, determines tax rates and adopts ordinances and resolutions to govern the City. The City Council also appoints citizen volunteers to 13 advisory boards and commissions. The City Council also appoints and supervises the city manager and city attorney.
