MINUTES OF THE BARSTOW AIRPORT ADVISORY COMMISSION MEETING

Commissioner Pollack called the meeting to order at 5:00 p.m. 

 

The minutes of the regular March 26, 2013 meeting were reviewed.  It was moved by Siemer and supported by Janson “to approve and file the minutes of the March 26, 2013.”   Approved (5/0)

 

The Monthly Manager’s Report Summary for March to May was presented by JT Rairigh and discussed by the commission. Fuel usage and flights operations were similar to the previous year in spite of the rainy spring. Business flight operations were down as well.

  

 

OLD BUSINESS

 

Jeff Thoman of Mead and Hunt provided an update to the apron project. The apron will be fully reconstructed next spring/summer. Bidding will be in January of 2014.  He will look into connecting the hangar roads. Will add sub drainage if needed.

 

 

NEW BUSINESS

 

Mead and Hunt came to discuss the Capital Planning Process.

 

Future project are:

·         2014 - Reconstruction of apron and rehabilitate access roads.

·         2015 - Phase 1 of fence replacement and installation of two power gates

·         2016 - ALP Update

·         2017 -  Carry funds forward

 

 

Current funds available are $114,169 (Federal) as a carryover from 2012. Also, $150,000 (Federal).

Funding ratios are increasing to 90% federal, 5% State, and 5% Local in 2014.  In 2015 they may be 90% Federal and 10% Local.

 

AERO is requesting only 5 years of projects now (2014-2018) due in early August.

 

The commission and Mead and Hunt had a lengthy discussion regarding the status of funding in general.  Looks like more pressure to the locals.

 

 

PUBLIC COMMENTS

 

Two students were present as part of a school government class assignment and they were introduced.  Dot Hornsby gave an update of EAA and discuss access roads.
