I. Call to Order
Beacom called meeting to order at 7pm.
Commission was reduced from 7 to 5 board members which is made up of 3-MCTV access users, 1- Midland Public School representative, & l at large.
Introductions of all board members including the two new members:
Bob Balwinski & Scott Cochran.
II. Election of Officers
a. Nomination for Chair – Linda Malekadeli. Unanimously approved.
b. Nomination for Vice Chair – Roy Green. Unanimously approved.
III. Approval – March 11, 2010 Minutes

a. Cable Communications Fund
Reviewed the fiscal year that ended at the end of June – these are unaudited numbers.
Revenues are higher than budgeted, primarily due to increase in franchise fee revenue.
Taping fees, workshop fees and access user fees were just above estimate.
Green asked why tape duplication fees were so much above estimate, asking if it was due to volume. Beacom replied the volume was higher and price has changed.
Overall more people purchasing programs.
Sponsorships were under projected amount and we will concentrate more on that next year.
b. Friends of MCTV
This was a quiet year with fundraising. The “Friends” had the “Muzyka” benefit concert in April, parked cars at a Loons game, Honors Night with support from Uncommon Sense – Junia Doan, Rodnick Chiropractic, and Northwood. Magic Show and Bennigan’s night were also done in the past. Original goal was $50,000. Grant funds have to be spent in the year they are received.
VI. New Business
a. Proposed CAAC Annual Report 200-10. Unanimously approved.
Balwinski asked if the number of subscribers is growing. Beacom responded that Charter appears to have flattened but AT&T has grown. AT&T does not carry our channels.
b. Proposed CAAC Goals 2010-11
Required to meet 4 times a year, can meet more often. Unanimously approved.
c. MPSC Forum – Beacom went to the meeting in Flint. Discussed issues with franchising law with AT&T.
d. MCTV’s 20th Annual Honors Night – November 18th in the Library Auditorium to recognize the access users and people who put in over 50 hours. Event starts at 7pm. The public is invited to come.
Balwinsiki asked if there is ever a survey on what viewers think of MCTV; Beacom responded that there used to be a survey done every two years and it had been dropped because of cost. A university used to do the survey.
Friends of MCTV Annual Meeting, Tuesday, December 7 at 5pm. Meet every other month at MCTV. Always looking for new members. Contributions are tax deductible.
Philo awards received – MCTV won 3 awards; Firefighter Rap Video, Summer Video Camp and Best Center with budge over $300,000.
