Center City TIF Plan  Details of a proposed tax increment financing plan for Midland's Center City business district.

History of Center City Authority: The Center City Authority was approved by Midland City Council on May 12, 2008, to provide an environment for success that leads to sustainable economic growth in Midland's Circle Area business district. 

In August 2008, the first members of a seven-member board were appointed to oversee the S. Saginaw Road/Ashman Circle commercial corridor (Center City) from Manor Drive to Patrick Road in accordance with the Corridor Improvement Authority Act, Act 280 of PA 2005 (click here for a map of the boundaries).

The board is responsible for ongoing analysis, short- and long-term planning, marketing, event coordination, promotion and the construction, rehabilitation, preservation and reconstruction of buildings and facilities within the district.  The board consists of seven members, including the City Manager. Appointed members will initially serve staggered terms of one to four years, after which all terms will be for four years. Applicants should own property or operate a business in the district or reside within .5 miles of the district boundaries.
