REGULAR MEETING OF THE

MIDLAND CORRIDOR IMPROVEMENT AUTHORITY,

TO TAKE PLACE ON WEDNESDAY, MARCH 18, 2009, 3:00 P.M.

COUNCIL CHAMBERS, CITY HALL, MIDLAND, MICHIGAN

 

1.   ROLL CALL

      MEMBERS PRESENT:   Gregory Adkins, Jerry Deming, David Ginis, Joe Kozuch, Jon Lynch, Clifford Miles and Clinton Struthers

      MEMBERS ABSENT:          None

      OTHERS PRESENT:      Keith Baker, Planning Director, Heidi Saidizand, Chamber of Commerce, Lee Rouse, Omni Tech, and two others

2.   APPROVAL OF MINUTES

It was moved by Struthers and seconded by Adkins to approve the minutes of the December 17, 2008 meeting as presented with corrections.  Motion was unanimously approved.

3.   PUBLIC COMMENTS (unrelated to items on the agenda)

      None

4.   OLD BUSINESS

 

      Strategic Planning Session Part 2 – Strategic Planning Consultant Lee Rouse facilitated the second meeting in the strategic planning process.  Ms. Rouse reviewed the outcomes of the first strategic planning session and the framework for this meeting’s discussion.  An outline of the discussion is attached and incorporated as part of this meeting’s minutes. 

 

5.   NEW BUSINESS

      None.

 

6.   COMMUNICATIONS

The board discussed the establishment of three committees, their board representation (membership) and the point at which during the meeting their reports would be made in the future.  The three committees include the Economic Sustainability committee, the Marketing Committee and the Organizational Development committee.  The committees will meet and organize before the April board meeting and will make their first reports at that time.

The board also discussed the need to solicit involvement from businesses and residents of the Center City area to participate on the three committees.  The board discussed the need to prepare an application and policy for soliciting and administering volunteers. 

7.   REPORT OF THE CHAIRPERSON

Chairman Ginnis reviewed two upcoming events planned for the Circle Business Association.  The first is a general clean-up project in observance of Earth Day on April 22nd.  Circle Businesses and members of the public are invited to help pick up litter in and around the Circle Area.  The second upcoming event is the Circle Area Summer Sidewalk Sales to be held on August 4, 5 & 6. 

8.   REPORT OF THE STAFF

Planning Director Baker updated the board on staff’s efforts in organizing a Corridor Improvement Authority workshop to be sponsored by the Michigan Municipal League. 

9.   ADJOURNMENT

      As there was no further business, the meeting adjourned 5:00 p.m.
