MIDLAND CENTER CITY AUTHORITY,

2.†† APPROVAL OF MINUTES
It was moved by Struthers and seconded by Kozuch to approve the minutes of the September 21, 2011 meeting.† Motion was unanimously approved.

††††† ††††† a.†††††††† Organizational Development Committee report
††††††††††††††††††††††† †Mr. Struthers stated that they did not meet this month because of the unavailability of members and the staff change.† They did discuss reviewing the overall board strategy and the meeting with Lee Rouse will bring the new board members up to speed.† They received an update on the website.† They also talked about the need for developing an on going news letter for the Center City area.

††††††††††††††††† i.††† Website update
Mr. Kuzuch stated that they met last Friday.† The website is coming along.† They went through the verbiage and it should be out in 3 or 4 weeks.†
††††††††††††††††† ii.††† Santa Parade Preparations
††††† Along the Santa parade there will be nine tents set up and they will offer cider, cocoa, donuts and bagels.† They will start about 6:00 a.m. and work until 1:00 p.m.† This is a big event for the area.
††††† They also talked about the signage and the slogan.† They would like to do something for the holidays like a group buy for a full page ad in the newspaper.† If you buy in bulk, it is better for everybody.†
They also discussed items for a newsletter that is scheduled to coming out on November 29th.† They would like to mention all the businesses that have joined the Center City Authority since the last newsletter.
††††† ††††††††††† c.†† Physical Improvements Committee report
††††††††††† i.††† Circle infrastructure improvements status
††††††††††† Mr. Deming stated that the good news is the first quarter of the circle physical improvements are done.†
††††† ii.††† Gateway signage grant/design meeting
††††††††††† They met on Wednesday the 9th and spent most of the time talking about the corridor entrance way signs.† They are progressing.
††††††††††† Ms. Winland showed samples of the signs.† They are working on colors and the exact verbiage.† These signs would be located at the circle in front of the Plaid Giraffe area.† That would welcome people from that direction to the center city.† Another location is for the south end in front of the Shell gas station.† They are again working on verbiage and the exact sign color.† The next ones would be intermittent to remind people where they are.† They are going to pursue pricing on 6 to 12 identifiers within the district and the two entranceway signs.†
††††† iii.†† Tree Survey/action plan
††††††††††† They discussed the tree survey and recommendations as what to do with the trees along the Saginaw Road corridor. †They also met with the city forester and parks and recreation to get an idea of what help they could get in terms of trimming and removal.† They are still in the process of determining what they want to do.† They would like to get input from the business owners.
††††††††††† The criteria used for the survey was tree health, the other was if the tree was blocking the business and signs, and looking at the consistency as what is there.† There really is not a theme among the trees.† The city is not in a position to spend a lot of time or money and they will allow businesses to do certain things with their trees.† The next step is to get feedback from the business owners from the newsletter.†
††††††††††† Mr. Struthers asked about the city making allowances to make adjustments on the trees.† He thinks that either as a group or with cooperation by the city they should have some tight criteria as to what the process should be so they donít find a group of trees gone during the night.† They should have some kind of inspection process for that.
††††††††††† That is part of their prevention plan so people donít think it is a free for all.† Paul Reder is on the committee and he is very knowledgeable.†
8.†† REPORT OF THE CHAIRPERSON
††††† Mr. Ginis reported that there are three new businesses now open in the Center City.† They are Safe A Lot, El Patron and Country Blessings.†
