Ginis presented the minutes of the regular meeting of March 19, 2014. Miles moved for approval, seconded by Kozuch. Minutes were unanimously approved.


City Assessor Reid Duford presented on Center City property values.

Personal Property Tax is not included in the district assessment. Declines in property value is likely due to location like Subway, for example, where new construction is in process, but the lot was empty at the time of assessment.

There is a sizeable tax appeal by a property in the district. The petition will be heard in Lansing and would result in a sizable difference in district value if they won the appeal completely.


Lee Rouse of OmniTech presented on Center City District, Survey / Focus Group

10-20% representation from properties in the district. There were three common themes to consider with the focus group

1. Overall challenges

2. Aesthetics

3. Consistency (Lack of)

There was a 37% response rate for the online survey


Tisdale presented on the Signs Project. The project is still moving forward with the small change of adding brackets to the signs.

Committee Reports

         Ginis presented on the Governance and Sustainability Committee report.

         The Marketing Committee did not meet in April.

         Kozuch presented on the Physical Improvements Committee

Ginis presented the Report of the Chairperson noting the construction that is completed at Jimmy Johns and the ongoing construction of the Subway building.


Tisdale noted that there will be a WhizBang seminar open to CCA members details are not finalized as of yet but will be soon.
