Approved Quarterly Meeting Minutes

Meeting called to order 7:03 pm.

 

Approval of Minutes – Unanimous approval was made to accept the September 2008 meeting minutes.

 

ADA Vehicle Accessibility Plan -

·         The 2008 ADA Vehicle Accessibility Plan was reviewed by the committee.  This plan was not previously submitted with our 2008 budget, as we did not have a senior representative on our commission, at the time for plan approval. 

·         All members approved the plan as written.

·         MDOT requires the chair of the DART Commission, Charlotte Williams, to sign these minutes as evidence of the plan’s approval.

 

Drug and Alcohol Policy -

·         MDOT required that each transit agency implement a drug and alcohol policy with specific standards and submit a written.  The City of Midland had a policy in place.  The City’s Human Resource Department modified the written plan to be sure that our plan was in compliance with regard to:

o   Pre-employment testing

o   Random testing

o   Post accident testing

·         The plan was unanimously adopted by the board and signed off by Karen Murphy.

·         MDOT requires the chair of the DART Commission, Charlotte Williams, to sign these minutes as evidence of the plan’s approval.

 

MDOT Update –

·         MDOT has changed the useful life for a cutaway bus from 5 years to 7 years. 

·         Dave Carlson suggested checking on under coating the busses, if we will need to keep them in service longer.  Yuergens will check into this and report at the next meeting.

 

Budget Update –

·         Murphy advised that the results of the budget round table discussions and phone survey will be presented at the December 8th City Council meeting.

·         LaForet and Carlson attended separate round table discussions and thought they were informative.

·         Carlson said that he had pursued grant funding ideas from two local churches for Sunday service without success.

·         Carlson suggested staff put together a list of the reasons that Dial-A-Ride uses larger busses rather than smaller vans (i.e. size of mobility devices, ease of use for passengers, etc.) to help the community understand why we use the cutaway busses.

 

Next Meeting Date – Yuergens will set a date in March and will advise commission members.

 

Meeting adjourned at 7:35 pm.
