MINUTES OF THE QUARTERLY MEETING OF

THE WEST MAIN STREET HISTORIC DISTRICT COMMISSION

THAT TOOK PLACE ON THURSDAY, OCTOBER 23, 2003,

AT 12:00 P.M. IN CONFERENCE ROOM D,

CITY HALL, MIDLAND, MICHIGAN

 

Roll Call.

HDC MEMBERS PRESENT:   Terri Applegate, Donna Gross, Karen Sherman, Randy Swierzbin, and Sue MacKellar

ABSENT:                                     Harold Filipiak (unexcused)

OTHERS PRESENT:                 Mark Ostgarden, Secretary and Genevieve Babcock

           

Approval of the Minutes of the Special Meeting of July 17, 2003

      The minutes of July 17, 2003, were approved as submitted.

Public Comments

Historic District Resident Genevieve Babcock commented that she thought things in the district have gotten much better.

Old/New Business

Discuss Letter from the State Historic Preservation Office.

The Commission was concerned about the loss of the very important tax credit opportunity if the guidelines were implemented.  Sue MacKellar thought there should be room for some compromise with SHPO.  Randy Swierzbin suggested that the definition a minor class of work should be further reviewed.  Donna Gross thought the Raleigh, North Carolina guidelines should be looked at further as a model to follow.  Terri Applegate suggested the Commission be given time to discuss the guidelines with Lansing. 

The following resolution was developed by the Commission:

 

A motion was made by Donna Gross and seconded by Sue MacKellar that:

 

Supports the staff recommendations regarding the delegation of authority for issuance of Certifies of Appropriateness to the Chief Building Official.

 

However, upon review of the letter from the State Historic Preservation Office (SHPO) dated September 15, 2003, the recommendations will jeopardize the availability of state tax credit incentives.

 

Therefore, the HDC is requesting the opportunity to meet with representatives of the SHPO to discuss the recommendations and to reach agreement on the delegation of authority language which will be acceptable to SHPO, the HDC and city staff before final action is taken by City Council on this issue.

The Commission discussed making contact with SHPO to try and set up a meeting in Lansing to discuss the guidelines.

 

MGTV telecast of the Historic District Commission meetings.

 

The secretary explained that the Commission meetings will be telecast live beginning in January 2004.  The meetings will be held in the council Chambers.  Telecasting the meetings will change the way presentations are made.  Property owners will need to address the Commission from the podium.

 

In other business Donna Gross mentioned that the July minutes referred to  mailing information packets to new residents.  She mentioned there had been some informal conversations with new residents this summer during a neighborhood picnic.
