MINUTES OF THE SPECIAL MEETING OF

THE WEST MAIN STREET HISTORIC DISTRICT COMMISSION

THAT TOOK PLACE ON THURSDAY, JULY 8, 2004,

AT 7:30 P.M. IN COUNCIL CHAMBERS,

CITY HALL, MIDLAND, MICHIGAN

 

Roll Call.

HDC MEMBERS PRESENT:   Terri Applegate, Donna Gross, Sue MacKellar and Randy Swierzbin

ABSENT:                                     Tim Lichtenwald (excused), & Karen Sherman

OTHERS PRESENT:                 Cheri Standfest, Community Development Specialist and one other

 

Approval of the Minutes of the Special Meeting of June 3, 2004

      A motion was made by Donna Gross and seconded by Sue MacKellar to table the approval of the Minutes of the Special Meeting of June 3, 2004 until the next meeting.  Commission members requested justification for their decisions to be added to the minutes.  All members were in support.

      A motion was made by Sue MacKellar, seconded by Terri Applegate, to approve the Minutes of the Special Meeting of June 23, 2004, as they did contain the justification for their decisions.  All members were in support.

 

Election of Officers

It was moved by Donna Gross and seconded by Sue MacKellar to nominate Terri Applegate for Chairperson.  Sue MacKellar was nominated for Vice Chair by Donna Gross, seconded by Terri Applegate.  Hearing no additional nominations, the chairman closed the nominations.  All members voted in support.

 

Public Comments

There were no public comments.

 

Old/New Business

Ms. Standfest reported the resolution going to City Council for Monday night’s meeting is to schedule a public hearing for August 9, 2004.  Council will allow a brief statement from the Commission, but they would like to reserve the majority of the discussion for the public hearing.  Council wishes to hear comments from members of the District regarding the new proposed language.  They will then want to hear any comments from the State Historic Preservation Office (SHPO) regarding the new language. 

The HDC reviewed the new proposed guidelines and made minor changes.  A motion to approve the guidelines with the changes was made by Randy Swierzbin, seconded by Sue MacKellar.  All members were in support of the motion.

 

The Commission feels the new guidelines will work better than the old, as they are easier to read and understand.  They are directed at some of the problems that have occurred in the past and have been made more specific.  They will simplify the process for the homeowners in the District.  They will also address the problems SHPO had with the previous document, this revision giving the HDC final approval authority.

 

Under the new guidelines, the majority of Certificates of Appropriateness (C of A) can be approved by staff, or they are minor classes of work.  This revision is in graphic form and is alphabetized.  It helps the HDC because it cuts down the number of questions for them.  It gets rid of many pages of definitions and descriptions.  It will be easier for both the HDC and the homeowners in the District to understand.

The HDC need to get the official approval from SHPO and then City Council.  Following these actions, the new guidelines will be distributed to property owners in the District and anyone else in the community who might be interested in them.  The Commission also is working to develop a list of resources for homeowners to use when researching the style of their homes.

Terri Applegate will prepare a brief statement for the City Council meeting on Monday night and as many from the HDC as possible will attend the public hearing on August 9th.
