It was moved by Deibert and seconded by Lichtenwald that the minutes from the special meeting of November 3, 2004 be approved as presented.
The motion passed unanimously.

a. New district resident packets
The chair addressed the commission from the podium and explained all of the informational materials that have been included in the new residents packets.
a. Staff explains that the new C of A application has been finalized and is in effect.
b. Staff explains that there has been an amendment to PA 169 of 1970 that requires all C of A applications to have a check box which requires applicants to state that smoke detectors will be installed as part of their rehabilitation projects in their homes.
c. The Chair announces that National Historic Preservation Week will be May 1st to May 7th, 2005.
d. The Chair announces that a committee of at least three board members needs to be formed to come up with a project or event to recognize Historic Preservation Week. After a brief board member discussion it is decided that the following board members shall take part in this committee: Donald Deibert, Sue MacKellar, and Terri Applegate. Terri will consult with Donna Gross to possibly join this committee as well. The committee will meet with Gary Skory of the Midland County Historical Society to come up with an acceptable project. At this time there are no City funds to contribute to this project.
e. Staff announces that board training will take place on Saturday, March 12, 2005 at the Ashman Court Hotel for the HDC, ZBA, PC, Library Board and several other City boards. Training will run from 9 AM to Noon and a hot lunch will be served.
f. Staff presented the Board with a list of 26 historic sites in the City of Midland that are on either the state or national historic registers.
g. Staff announces that the Michigan Historic Preservation Network (HPN) will be having its 25th Annual conference in East Lansing from April 14-16, 2005.
h. Staff also announces that there are several workshops offered by the HPN to help property owners rehabilitate their homes.
The Board also discussed adding the HPN workshop information and historic site registration information to the new resident packet.
The Board would like staff to find some training from the State Historic Preservation Office on the State’s tax credit program. Staff will report back at the next meeting with available training opportunities.
The Board would also like staff to include the Board vacancy on the next meeting agenda that is sent to all historic district residents. This open board member term expires on June 30, 2006.
