Approval of the Minutes
of the Regular Meeting on
It was moved by Deibert and seconded by MacKellar that the minutes from the regular meeting of October 26, 2005 be approved as presented.

There were no public comments.
The Commission briefly discussed the Capital Improvements Plan request that was presented before City Council on January 16, 2006.† The Chair asked if it was possible to break apart the requests next time to get a more favorable response.† Staff informed the Commission that even if the requested projects were broken apart a special assessment would still be the funding source.†
The Commission discussed interest in pursuing new street signs by themselves and asked staff how to pursue this.† Staff stated that the best way was to provide a district petition signed by the residents requesting the signs and supporting a special assessment to fund them.
1. The Chair announced that National Historic Preservation Week is May 1st to May 6th, 2006.
2. MacKellar discussed erecting a sign to announce this event in the district and asked staff what the City had budgeted for projects for the HDC.† Staff stated the Planning and Community Development Departmentís Boards and Commission support fund could set aside $300.00 for this project.† Staff stated that 3 written bids would need to be received and the City would choose the lowest bidder to make the sign.† Sign placement would have to be on private property unless City Council approval is sought and a Community Special Events sign authorization will be required by the City Managerís Office prior to erecting the sign.
In addition the HDC will be putting together a display, as in years past, at the Herbert D. Doan Museum.†
Deibert suggested that the HDC produce a video on MGTV about National Historic Preservation week and use it as a recruitment tool for new Commissioners.† The Commission thought this was a good idea and suggested that Don work with Staff to get this done.
Staff handed out the Michigan Historic Preservation Network Spring Conference brochure.† Staff stated that the event will be held on Saginaw this year from April 20 to 22, 2006.† If any Commissioner is interested in attending any one-day sessions the City would pay the conference fees and re-imburse mileage.† Staff will not be attending as he will be at the American Planning Association National Conference in San Antonio, Texas.
