SPECIAL MEETING OF THE MIDLAND CITY HOUSING COMMISSION

III. Sale of 1005 Mill Street
In December, 2010, city staff received notice that 2009 and 2010 property taxes were not paid on a property at 1005 Mill Street. Also, the homeowner no longer occupied the home as her primary residence. The City of Midland holds two Trust Deeds on the property. One is for $2,143.49 for the payment of delinquent property taxes and one for a CDBG Housing Rehabilitation Loan, in the amount of $37,000, both dated in 1992. The homeowner’s son stated they had had the property listed for sale for three months and had no activity on it.
The homeowner’s son offered to sign a “Deed in Lieu of Foreclosure” to sign the property over to the city in full consideration of monies due and owing the City of Midland pursuant to the two Trust Deeds. This was done and the city took ownership of the property. Housing Commission funds were used to pay off these two Trust Deeds and delinquent property taxes on this parcel. Housing Commission Funds were also used to make needed repairs to this property. The property will be sold to an individual and returned to the private sector for occupancy.
Motion by Steve Rapanos, seconded by Sharon Mortensen, to approve the sale of 1005 Mill Street for $49,000, per the signed Purchase Agreement dated July 21, 2011. Motion passed unanimously.
