The meeting was called to order at 7:00 p.m. by Chairperson Bruce Peck.




Motion by Zimmer-Janeczko, seconded by Lengerman to receive the minutes of the meeting of March 2, 2004.  Motion carried.


Call to Audience


Chairperson Bruce Peck issued a call to the audience for items not included on the agenda. There was no response.


Presentation on Childhood Obesity


Commissioner Lengerman requested that Dennis Knoff of the Mid-Michigan Medical Center address the Commission regarding their efforts concerning Childhood Obesity and possible synergies with the Parks and Recreation Department.  Knoff explained current programs including a pilot program to get kids into an exercise regimen.  The program is small scale at this time.  He indicated that 1 in 4 children qualify as obese.


McGuire suggested that programs could be incorporated into the Summer Supervised Play Program and offered to meet with Knoff to develop a program.


Motion by Lengerman, seconded by Rothhaar to encourage the staff to incorporate an element aimed at childhood obesity into the Summer Supervised Play Program and to report back to the Commission.  Motion carried 6-0.



Master Plan


Rob Eggars of Spicer Engineering discussed the draft of the Parks and Recreation Plan.  The Commission commented on various sections with minor changes noted.









RESOLUTION NO. ____________


A resolution recommending the adoption of a Community Recreation Plan by the City Council for the City of Midland


WHEREAS, The City of Midland, Midland County, State of Michigan, Parks and Recreation Commission, has developed a Community Recreation Plan under the authority of Parts 19, 703, and 716 of PA 451 of 1994, as amended, and


WHEREAS, The City of Midland, State of Michigan, envisions the Community Recreation Plan to be used as a guide for meeting the recreation needs of the City of Midland, and


WHEREAS, a four-hour community input workshop on the Community Recreation Plan was held by the Parks and Recreation Commission on November 4, 2003 at the Midland City Hall.


NOW, THEREFORE BE IT RESOLVED, the City of Midland Parks and Recreation Commission formally approves recommendation of adoption of the Community Recreation Plan to the City Council.

Project Update


McGuire updated the Commission on projects as follows:


            Spray Park


The Spray Park which was approved at the October meeting of the Commission for the Longview School site will be presented to City Council on April 12.  McGuire presented the site plan for the spray park.





BMX Track


Discussions are ongoing with the National Bicycle League to develop a BMX Track at the Stratford site that was approved in November.  Current plans call for construction in late May or early June if details are worked out.


Civic Arena


We reported to the City Council on the action steps and are continuing to move forward.  We are meeting this week with the architect to allow Fast Ice to bring forward their in-kind contributors.  Doing so at this stage will allow for this to be incorporated into the design.  We are also working on the bonding process to take to City Council.


Old Business


Lengerman asked about shelter rentals.  McGuire reported the Gun Show had run well and that a report would follow.


New Business


Robert praised action at Plymouth Park post project and commented positively on condition of golf course.
