Meeting called to order at 5:30 p.m. by Chairperson Bruce Peck.

Motion by Altimore, second by Dauer to receive the minutes of December 5, 2006.  Motion carried.


Call to Audience


Chairperson Peck issued a call to the audience.  There was no response.


Review of Joint Meeting with City Council


The Commission followed up on the discussion with the Council and concluded that there should be no significant change in the fee-setting process.


Motion by Rothhaar, seconded by Jurado to set a public hearing on fees for Tuesday, February 6, 2007 at 7:00 p.m.  The hearing will be held in conjunction with the regular monthly meeting of the Parks and Recreation Commission in Midland City Hall.   Motion carried.


Project Update


McGuire updated the Commission on several ongoing projects:


  1. The Civic Arena demolition contract has been awarded to Mackenzie Environmental of Grand Ledge, Michigan.  The bid price is $104,579.77.  The work is scheduled to begin on February 1 and should be completed by April 2, 2007.  The demolition and restoration will take place in a manner consistent with the Central Park Master Plan.  As to the rest of the plan a phasing plan will be developed as well as a funding plan.


  1. Golf Course – Consistent with earlier reports, the entire golf operation is being reviewed.  There’s currently a contract for management with the Golf Pro.  Evaluations of the advantages of management by an employee verses contractor are being studied.  Evaluation of the concession operation will continue and meetings with the Arnold Center and the other contractors will be held.  The process has started on the liquor license and study continues on the alternating of the nines.  All of these issues are administrative in nature and staff will be keeping the Commission advised as decisions are reached.


  1. Relocation of Tunes by the Tridge – The summer concert series will be held in Chippewassee Park this year due to construction at Ashman Court Hotel.



  1. Horticulturist – Stephanie Szostak joined the staff on Jan 2, 2007.

There was discussion regarding the liquor license serving to hold down fees at the Golf Course as well as discussion that any consideration of the liquor license at this time is speculative.


There was concern about the placement of Home and Away signs in the Olympic Rink of the Civic Arena.
