MIDLAND PARKS AND RECREATION COMMISSION

REGULAR MEETING OF APRIL 3, 2007

Meeting called to order at 7:00 p.m. by Chairperson Bruce Peck.

 

Members Present:         Berthiaume, Jurado, Allen, Peck, Rothhaar, Dauer, Kelley, Altimore

 

Member Absent:           Martin

 

Minutes

 

Rothhaar asked that the minutes be corrected:  a) to reflect that the Commission had asked staff to provide a report to follow up the citizen comments regarding the Cemetery and  b) to reflect that Dauer, Altimore, Martin Rothhaar and Jurado supported the motion to recommend approval of the Michigan Ice request with a $1,000 up front payment, while Kelley, Berthiaume and Allen voted against the motion.

 

Motion by Altimore, second by Dauer to receive the minutes of the March 6, 2007 meeting as corrected.  Motion carried.

 

Call to Audience

 

Chairperson Peck issued a call to the audience, there was no response.

 

Consideration of Addition to City Forest Mountain Bike Trail

 

Jim Crissman made a proposal to add approximately two miles to the mountain biking trails in the City Forest bringing the new total to approximately thirteen miles.  He provided background on the existing trail and spoke of the cooperative relationship between the City and the volunteers which helped the trail develop. 

 

The Commission discussed the proposal and questioned the need for more trails.  Crissman responded that a trail which can generate a workout in a single loop is preferable to those which demand repetition. 

 

McGuire expressed staff support for the proposal but cautioned that future additions may be detrimental to the varied uses of the park.  The Commission discussed the pros and cons of multiple uses of the park and expressed concern for other users as well.

Motion by Allen, second by Dauer to endorse the plan to add two miles to the mountain biking trails in City Forest.  Motion carried.

 

Project Update

 

McGuire provided the Commission with the following update:

1)      Typical spring cleanup has begun throughout the park system.  Seasonal employees are being added and will continue to be through Mid-May.

2)      The Fun Zone endowment fund at the Midland Area Community Foundation is being used to provide funds to stain the Fun Zone.  The staining is done every three to four years and was last done in 2004.

3)      A floating dock is being installed in Lake Kiwassee at Stratford Woods Park and will be handicap accessible.  It will be installed by May 31, 2007.

4)      New playground equipment is being installed in several parks as detailed in the meeting of 12/06.

5)      The Tunes by the Tridge series will be held on the Farm Market side of the Tridge.

 

Old Business

 

McGuire responded to issues raised in the March meeting regarding the Cemetery.  He acknowledged that there are certain times of the year in which staff has not caught up to maintenance.  In the heavy growing season of late April and early May there are times when it is difficult to keep up.  He indicated that early snow in the winter of 05 and early growing in spring of 06 created that type of situation.  He outlined programs used to stay ahead and clarified the staffing at the cemetery.  He also outlined a special spring clean-up effort this year being undertaken by volunteers from the Evangelical Free Church.

 

McGuire noted that applications were being taken for the Golf Players Committee.
