PLANNING COMMISSION,
WHICH TOOK PLACE ON TUESDAY,
OCTOBER 24, 2000, 7:00 P.M.,
COUNCIL CHAMBERS, CITY HALL,
MIDLAND, MICHIGAN
1. Roll Call.

2. Approval of the minutes of the meeting of
October 10, 2000.
It was noted that in the transcript of Special Use Permit
#9, Page 12, the speaker should be Senesac, not Wieland. It was moved by Geisler, seconded by Senesac,
to approve the minutes of the meeting of October 10, 2000. Motion carried.
3. Public Hearings:
Site Plan No. 194 – the request of Jerome Schafer, on
behalf of Lepta Associates, for site plan review and approval of Forestridge
Condominiums, a 68-unit residential development of 34 buildings on 20.4 acres
on the west side of Dublin Avenue north of North Saginaw Road (see transcript).
Site Plan No. 195 – the request of Rich Fosgitt of
Ayres Associates, on behalf of WT Development Corporation, for site plan review
and approval of a 3,050 square foot Taco Bell Restaurant on the north side of
East Patrick Road east of Washington Street.
The Chairman read a letter that stated the request has been withdrawn.
Site Plan No. 196 – the request of Ramsay Sadek of the
Design Engineering Group, on behalf of Dr. Corey Rodnick, for site plan review
and approval of a 13,950 square foot addition to an office building now under
construction at 2603 West Wackerly Street (the south side of West Wackerly
Street west of Schade Drive {see transcript}).
4. Public Comments.
There were no public comments.
5. Old Business.
Consideration of Special Use Permit No.
9 – the request of Kurt
Zimmerman, on behalf of Gill-Roy’s Got-It Hardware Store, for a special land use
permit review and approval to conduct outdoor sales (including bagged items,
such as water-softener salt, concrete, sand, soils and mulch, as well as garden
supplies and stock [plants and flowers] and a propane sales location where
customers’ propane canisters, and occasionally RV equipment, can be refilled)
along the east side of the building at 3128 Jefferson Avenue.

A
motion was made by Geisler and seconded by Garner to recommend approval of the
special use permit, subject to the four conditions specified in the staff
report dated October 19, 2000.
The Commission
commended Gill-Roy’s for the information submitted. It felt the request was a model special use
application. The petitioners complied
with all the requirements for a permit review.
Fire Chief acceptance that propane equipment was safe was important in
considering the recommendation.

6. New Business.
a. Report
regarding City Council action on Planning Commission recommendations.
The City Planner updated the Planning Commission on
the status of two actions included in the list.
The Planning Commission would like future lists to include its vote as
well as the action taken by the City Council.
b. Report from City Engineer regarding East
Patrick Road.
This report was not included in the packet. It will
be included in the packet for the
November 13th meeting.
c. Cowenda Garner reported on the Michigan Society of Planning Conference she attended last week.
It
was moved by Senesac, seconded by Slicker, to adjourn. The motion carried, and the meeting adjourned
at 8:45 p.m.
