MINUTES OF THE MEETING OF THE PLANNING COMMISSION,
WHICH TOOK PLACE ON TUESDAY, AUGUST 22, 2000, 7:00 P.M.,
COUNCIL CHAMBERS, CITY HALL, MIDLAND, MICHIGAN
1. Roll Call.
PRESENT: Commission members
– Baker, Garner,
Geisler, Kozakiewicz, Rapanos, Senesac, Slicker
ABSENT: Lind, Wieland (both excused)
OTHERS PRESENT: Mark Ostgarden,
City Planner, Acting Secretary, and 8 others
2. Approval
of the minutes of the meeting of July 25, 2000.
It was
moved by Senesac, seconded by Garner, to approve the minutes of the meeting of
July 25, 2000. Motion carried.

Public hearings:
Preliminary Plat of Foster Woods Subdivision – a residential subdivision of 80 lots on 43.77 acres on the east side of
foster Road north of East Wheeler Street.
The proprietor is North Central Development (see transcript).
Zoning Text Amendment No. 139A – initiated by the Planning Commission to amend Section 5.1(c)3, to expand
allowable social service agency services in Residential A-1, 2, 3, and 4, and
to amend Article XII—Office-Service 2, by adding a new Section 13.1(c) to allow
special uses (see transcript).

Business.
The Acting Secretary inquired if the Planning Commission desired to have
additional discussion on Zoning Text Amendment 139A. Steve Rapanos commented that he would be in
favor of withdrawing the Office-Service 2 special use language. With regard to the 1016 Home proposal, he
suggested discussing that language at the next meeting. Ray Senesac suggested that both amendments
be discussed at the next Planning Commission meeting. Steve Rapanos agreed, and there were no
objections from other Commissioners to discussing the amendments at the meeting
on September 12.
It was moved by Senesac, seconded
by Slicker, to adjourn. Motion carried,
and the meeting was adjourned at 8:15 p.m.
