MINUTES OF THE MEETING OF THE
PLANNING COMMISSION,
WHICH TOOK PLACE ON TUESDAY, AUGUST 26, 2003, 7:00 P.M.,
COUNCIL CHAMBERS, CITY HALL, MIDLAND, MICHIGAN
1. Roll Call
PRESENT: Baker, Geisler, Kozakiewicz, Mead, Senesac, Svenson and Wieland
ABSENT: Dowling and Max (each excused)
OTHERS PRESENT: Jon
Lynch, Assistant City Manager; Mark Ostgarden, City Planner; Cheri Standfest,
Community Development Specialist; Sally Sutton, Zoning Board of Appeals member and 21
others.
2. Approval
of Minutes
It was moved by Geisler and supported by Svenson to approve the minutes
of August 12th. The minutes were unanimously approved as presented.
3. Public
Hearings
Site Plan No. 230 A public hearing to consider site plan approval requested by Wolgast
Corporation
on behalf of Aegis Environmental to construct a 14,036 square foot building on
Property
located on Ridgewood Drive at the corner of Ridgecrest Drive. [See transcript]
Special Use Permit No. 12 A public hearing to consider approval of a special use permit requested
by Richard, Connor, Riley Associates on behalf of AT&T Wireless Services to
construct a public utility facility consisting of electronic equipment on a 10
x 20 site located on property owned by Wheeler Road Church of Christ at 1123
East Wheeler Street. This equipment will
support a cellular communications tower.

5. Old Business
Zoning Text Amendment #140a - action initiated by the Midland County
Board of Commissioners to amend the City of Midland Zoning Ordinance by amending
Article II to define Correctional Facility; by amending Article XXX to provide
parking standards for Correctional Facility; and by amending Article XI to list
Correctional Facility as a use permitted via Special Use Permit in the C
Community Zoning.
Commissioner Kozakiewicz wanted to know if the reason for the change was
to expand the existing jail as it is currently nonconforming.
Mr. Lynch stated that the Zoning Board of Appeals can grant a variance to
expand the current jail or the zoning could be changed to something that would
accommodate the jail.
It was agreed that the access would be changed from shall to should.
Commission Wieland would support the text amendment with the noted
changes. So would all the others.
A motion was made by Geisler and supported by Mead to approve.
The vote proceeded as follows:

of the Chairman
Michigan Society of Planning annual conference is scheduled to take place
in Traverse City from October 15 to October 18.
Up to three Commissioners can attend and are encouraged to do so. The early registration period ends on September
15th so interest should be expressed fairly soon.
