WHICH TOOK PLACE ON TUESDAY, MARCH 22, 2005, 7:00 P.M.,

It was moved by Mead and supported by Wieland to approve the minutes of
March 8th. The minutes were unanimously approved.

A. Zoning Petition No. 514 Consideration of a petition
initiated by the City of Midland Planning Commission to zone property at 3705
Letts Street, owned by Alpine Mobile Homes from Township zoning to Residential
D.
B. Zoning Petition No. 515 Consideration of a petition initiated
by the City of Midland Planning Commission to zone property at 3721 Letts
Street, owned by Alpine Mobile Homes from Township zoning to Residential D.
These two parcels will be reviewed
together as they are adjacent parcels under the same ownership. The parcel across the street is indeed a
build able lot. This parcel is separated
by Letts Street. The majority of this land
is in the 100-year flood plain so if someone wanted to build on these parcels
they would have to provide an elevation survey.
Mr. Poprave showed a photo of the site. It is quite low compared to the road. If someone wanted to develop these parcels,
it would take a significant amount of fill dirt. Zoning Petition No. 515 is only a 33-foot
wide strip located adjacent to the land in Petition No. 514. These parcels are under the same ownership as
Alpine Mobile Home Park.
Commissioner Wieland asked if they were to opt to split the
zoning on the parcel (Zoning Petition No. 514) could that be done without
another public hearing.
Daryl Poprave stated yes.
It was moved by Kozakiewicz and seconded by Mead to split
the zoning on Zoning Petition No. 514 where the road dissects this parcel and
apply the Residential D zoning to the parcel to the south of Letts Street. To the north of Letts Street, apply
Residential A-4 zoning for property at 3705 Letts Street. owned by Alpine
Mobile Homes.
The vote proceeded as follows:

It was moved by Kozakiewicz and
seconded by Baker to apply Residential D zoning on Zoning Petition No. 515 for property at 3721 Letts Street,
owned by Alpine Mobile Homes.
The vote proceeded as follows:

C. Zoning Petition No. 516 Consideration of a petition
initiated by the City of Midland Planning Commission to zone property at 6201 West
Wackerly Street, owned by Emery and Dorthey Sova, from Township zoning to
Residential A-1.
D. Zoning Petition No. 520 Consideration of a petition
initiated by the City of Midland Planning Commission to zone property at 6305
West Wackerly Street, owned by Emery and Dorthey Sova, from Township zoning to
Residential A-1.
Petitions 516 and 520 will be discussed together as they are
also under the same ownership and are adjacent parcels.
Mr. Sova plans to build a subdivision in this area, but he has not yet
submitted a plan. Commissioner Wieland
stated this is in accordance with the master plan and it is pretty straight
forward.
It was moved by Wieland and seconded by Mead to apply Residential A-1
zoning to Zoning Petition No. 516 for property at 6201 West Wackerly Street,
owned by Emery and Dorthey Sova.
The vote proceeded as follows:

It was moved by Wieland and seconded by Plotzke to apply
Residential A-1 zoning to Zoning Petition No. 520 for property at 6305 West
Wackerly Street, owned by Emery and Dorthey Sova.

E. Zoning Petition No. 517 Consideration of a petition
initiated by the City of Midland Planning Commission to zone property at 4412
Waldo Avenue, owned by Tony Stevens, from Township zoning to Residential A-4.
This is currently a township single-family zoning
district. This property is adjacent to
Residential A-4 zoning in the city. The
master plan shows it as medium density residential. There could be a duplex on this site if the
existing structure was modified or demolished and re-built.
It was moved by Mead and seconded by Wieland to apply
Residential A-4 zoning to Zoning Petition No. 517 for property at 4412 Waldo
Avenue, owned by Tony Stevens.
The vote proceeded as follows:
YEA: Baker,
Eyre, Kozakiewicz, Mead, Senesac and Wieland
NAY: Plotzke
ABSENT: Kanuch
and Svenson
Motion passes.
F. Zoning Petition No. 518 Consideration of a petition
initiated by the City of Midland Planning Commission to zone property at 4705
Isabella Street, owned by Richard and Loretta Miller, from Township zoning to
Regional Commercial.
This property contains multiple uses. There is a single-family neighborhood to the
south. There is a storage yard and
commercial property to the east and multiple family dwellings to the west of
the parcel.
Commissioner Wieland stated that this is in accordance with
the master plan and he can support this zoning.
It was moved by Mead and seconded by Wieland to apply Regional
Commercial zoning to Zoning Petition No. 518 for property at 4705 Isabella
Street, owned by Richard and Loretta Miller.
The vote proceeded as follows:
YEA: Baker,
Eyre, Kozakiewicz, Mead, Plotzke, Senesac and Wieland
NAY: None
ABSENT: Kanuch
and Svenson
Motion passes unanimously.
6. New Business
Set
Public Hearting Set a public hearing on April 12th for the
purpose of soliciting
comments regarding Section 25-10 of the
City of Midland Code of Ordinances (requiring
wheels on stored recreational vehicles).
The applicant requesting this review has
requested storing of RVs with wheels removed
should be allowed. There is consensus with the Planning
Commission that staff schedule
this public hearing.
