MINUTES OF THE MEETING OF THE PLANNING COMMISSION,
WHICH TOOK PLACE ON TUESDAY, AUGUST 23, 2005, 7:00 P.M.,
COUNCIL CHAMBERS, CITY HALL,

2. Approval
of Minutes
Regular Meeting of
It was moved by Mead and supported by Svenson to approve the minutes of
August 9th. The minutes were unanimously approved.

Michigan
Department of Transportation – Presentation by Mr. Don Mayle,
Transportation
Planner, regarding inputs,
benefits and uses of travel demand modeling.
Discussion of role
of Socio-Economic data in the
model.
Mr. Mayle presented the 2000
census numbers and 2005 projections for population,
Households and numbers of
employees in retail, service and other types of businesses.
MDOT has some new survey data
that specifies numbers of each type of trip by number
of people and number of autos
per household.
Roger Mead asked who will get
use out of this model.
Mr. Mayle said that it is made
for the local governments. They can make
requests from MDOT
for information if the
Planning Commission is going to look at new development in a
particular area. MDOT will also use it to plan for trunk wide
roads, interchanges, and
major road expansions.
The model is created to
reflect an average business day while school is in session. It is
Set for a Monday through
Thursday average business day.
It was moved by Mead and
seconded by Kozakiewicz to accept the model as submitted
By Mr. Mayle with updates and
changes to be e-mailed to Jon Lynch.
The vote proceeded as
follows:
YEA: Eyre, Gaynor, Kozakiewicz, Mead, Senesac and Svenson
NAY:
ABSENT: Rapanos
Motion passes unanimously.
6. New Business
Animated Signs – Receive a report regarding zoning requirements pertaining to animated
signs.
In July the Planning Commission asked staff to take a look
at how we regulate animated signs.
According to the Michigan Court of Appeals, the city does
not have the opportunity to regulate animated signs any differently than other
types of signs. However, there is
research to indicate that it takes about six seconds to process the information
on these signs, but that they do not pose a safety issue to drivers.
