COUNCIL CHAMBERS,

Gaynor, Jocks, Kozakiewicz, Mead, Rapanos, Senesac and Svenson
ABSENT:
OTHERS PRESENT: Jon Lynch, Assistant City Manager;
Cheri Standfest, Community Development Specialist; and 4 others.
2. Approval of Minutes
Regular Meeting of
It was moved by Mead and supported by Eyre to approve the minutes of
September 27th. The minutes were unanimously approved.

Preliminary Plat, Trotter’s Pointe – Consideration of a petition
initiated by Bartow & King
Engineer’s for approval of a
20 lot residential subdivision on approximately 5.84 acres
located
south of
Steve Rapanos requested to be
allowed to abstain from this hearing as the petitioner is his
father and also on old business as the
petitioner is his uncle. Motion by
Svenson,
seconded by Kozakiewicz to allow Steve
Rapanos to abstain from deliberations
tonight as the petitioners tonight are his
father and his uncle.
Motion passed 6-1 (Mead voted no).

Zoning
Petition No. 524 – Consideration of a petition initiated by Nicolaos Rapanos and
the
City of
Agriculture
zoning to Regional Commercial zoning.
A public hearing was conducted at
the previous meeting. The subject site is
approximately
14 acres in land
area. The adjoining parcels fall also within the
Agricultural zoning
classification and then we have a higher density
residential development along
The future land use map shows the
land as a General Commercial category.
Looking at an aerial photograph, Mr.
Rapanos owns the frontage along
The City owns the remainder of the
parcel. This area began as identified as
medium density residential in 1972, was
upgraded to a high density use in 1979,
and upgraded to general commercial in
1991.
Dan Kozakiewicz stated that it appears to be a
straight-forward proposal. He would
support it.
Mr. Eyre agrees. Mr.
Mead thinks it makes sense for everyone involved. He thinks the
city is doing the best it can to remedy
the situation of the fans on the civic arena.
Ms. Svenson is trying to think what other alternatives are allowed in
this zoning district. Mr. Jocks likes
the fact that it meets the master plan.
It was moved by Kozakiewicz and seconded by Eyre to
recommend approval of zoning petition #524 to rezone property at
