2.   Approval of Minutes

Moved by Senesac, seconded by Pnacek, to approve the minutes of the regular meeting of February 22, 2011 as written. Motion passed unanimously.

a.    Site Plan No. 298 from Three Rivers Corporation on behalf of Northwood University for site plan review and approval for a 64,132 square foot auditorium and turf/track building located at 4000 Whiting Drive.


Mr. Young reminded the Commission that he has declared a conflict of interest as the petitioner is his employer.  He has been approved to abstain from participation in this public hearing and deliberation process.


Mr. Baker showed an aerial photograph of the subject property.  The specific site is located just inside the main campus of Northwood University.  The site is to the east of the existing Bennett Building, where the tennis courts were prior to being relocated.  The Tittabawassee River is to the south of the site.  There is parking to the west of the plaza. 


As an addition to the drawings provided at the last meeting, there will be an additional area provided for storage on the east side of the new structure.  Staff communicated again with the Fire Marshall and he affirmed that there is sufficient access to the building from the west and will extend to the access road to provide rear access to the turf building.  There is a narrowed drive that travels further north but this narrow road is not required as the building will be sprinkled for fire suppression.  The site is served by a storm system and is served by a swail to the east and eventually ending at the river.  The requirement for landscaping, 17 trees, located on the southern boundary of the property, has been met. 


A photometric plan for the property shows all new lighting for the new building will be wall mounted.  There will be no other free-standing lighting that will be installed.  Elevation drawings were shown for the proposed building.  There are bike racks adjacent to the existing building in at least two different locations.  There is a screened dumpster on the west side of the building. 


At the last meeting there was some question as to whether there should be pavement provided between the two buildings in the maintenance area.  Staff would like to see this area paved.  The petitioner is agreeable to this.  Because of where this facility is located, it does require a flood plain permit from the State of Michigan. 


Kristin Riddle, 3069 Vantage Point Drive, Midland, representative of Three Rivers Construction.  Currently there is no parking permitted around this area at the present time.  The students are not allowed to park back there.  Students enter through the west doors of the Bennett Center.  The façade of the building will be a split face block.  The idea is to tie in the banding of the three different colors seen around campus.  The petitioner would like to defer the paving of the maintenance area until their next phase of development.  That would perhaps prevent the need to pave this area twice. 


            There were no new public comments in favor of or in opposition to this petition.


            Motion by Senesac, seconded by Ballard, to recommend to City Council the approval of Site Plan No. 298 from Three Rivers Corporation on behalf of Northwood University for site plan review and approval for a 64,132 square foot auditorium and turf/track building located at 4000 Whiting Drive on 221 acres contingent on the following:


      1. The storm water management methods are designed and constructed in accordance with the City of Midland Engineering Department specifications.

      2.   All landscaping shall comply with Article 6 of the Zoning Ordinance.

      3.   All exterior lighting shall comply with Section 3.12 of the Zoning Ordinance.

      4.   All exterior signage shall comply with Article 8 of the Zoning Ordinance.

      5.   A floodplain permit must be obtained from the State of Michigan.

      6.   The loading pad between the two structures be paved either when the storage area is completed or within 24 months, whichever is sooner.

      7.   The access drive be designated as a fire lane and “No Parking” signs be posted along this road.

      The Planning Commission received copies of the January/February edition of the Michigan Planner, as well as the Planning and Zoning News.

    The meeting of March 22nd has been cancelled due to lack of business.  However, the next meeting of the Planning Commission is expected to have two public hearings on two new site plans. 


     Planning training sessions to be offered by MAP – and throughout the state.
