CONSIDERATION OF ADOPTING CONSENT AGENDA ITEMS:
All resolutions marked with an asterisk are considered to be
routine and will be enacted by one motion. There will be no separate consideration of
these items unless a Council member or citizen so requests during the discussion stage of
the "Motion to adopt the Consent Agenda as indicated". If there is even a single
request the item will be removed from the consent agenda without further motion and
considered in its listed sequence in regular fashion.
APPROVAL OF MINUTES:

2. Zoning Petition No. 430 - zone property on the north side of
North Saginaw west of Dublin Avenue to Residential A-1 and Business B-2. (Also see

3. Zoning Petition No. 432 - rezone 3.25 acres on the southeast
corner of Bayliss Street and Lyon Road from Industrial A to Business C. (Also see material

RESOLUTIONS:
* 4. Accepting letter of resignation from Jennifer B. Fosgitt, Sewer Engineering Study Advisory Committee (SESAC). BUSH
5. Approving Site Plan No. 164 - Fazoli's Italian Restaurant on
the west side of Eastman Avenue across from the Midland Mall. SCHROEDER
* 6. Supporting H.R. 589, the Fair Housing Reform and Freedom of
Speech Act of 1997. SCHROEDER
7. Authorizing execution of an Easement Agreement with the Arnold
Center, Inc. for the purpose of allowing the Arnold Center to utilize City-owned land for
parking and access purposes. SCHROEDER
* 8. Directing the City Manager to prepare a preliminary report
for a special district under the Shopping Area Redevelopment Act in the Shopping Area
Redevelopment District (downtown). SCHROEDER
9. Indicating the City's willingness to transfer land on the
corner of Indian and State Streets to the Affordable Housing Alliance, contingent upon
their obtaining financing for the proposed housing project. SCHROEDER
* 10. Referring a request to consider the abandonment of the
service road on the north side of US-10 from Cinema Drive easterly to approximately 340'
west of Jefferson Avenue. SCHROEDER
* 11. Accepting the transfer of jurisdiction of most county roads
within the City of Midland to the jurisdiction of the City of Midland. MCMANUS
* 12. Making Traffic Control Order P-97-19 permanent - prohibit
parking on the south side of Ellsworth Street between McDonald Street and Rodd Street. MCMANUS

* d. MDOT Contract 98-5083 - Milling and Resurfacing Highway M-20
from the west City Limits to the Tittabawassee River Bridge.
* 14. Considering request to conduct the Mini-Prix - June 13. DUSO
* 15. Setting a public hearing on Zoning Text Amendment No. 131A
- add to the Zoning Ordinance a new Article X--Historic Preservation Overlay District, and
to amend the Zoning Map to reflect the overlay district (4/13). SCHROEDER
16. Calling a closed session to discuss specific pending
