CONSIDERATION OF ADOPTING CONSENT AGENDA ITEMS:

            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

 

APPROVAL OF MINUTES:

 *         1.      Approve minutes of August 23 special and regular City Council meetings.  KOVACEVICH

 

PROCLAMATIONS, AWARDS, PRESENTATIONS, RECOGNITIONS:

*          2.      Proclamation of Recognition to Northwood University and Changchun Lambton College for their partnership.  TISDALE

 

            3.      Presentation by representatives from CMU’s Center for Applied Research & Rural                 Studies and discussion with Council on the direction for a survey on citizen satisfaction with the HRC July ’99 proposal to improve Midland’s sanitary sewer system. TISDALE

 

PUBLIC HEARINGS:

            4.      Amendment to the 1998-99 Downtown Development Authority budget.  (Also see material sent in August 23 agenda packet.)  SCHROEDER

RESOLUTIONS:     

            5.      Approving the Project Impact Memorandum of Agreement between the City of Midland, the Federal Emergency Management Agency and the State of Michigan.  SCHROEDER

 

            6.      Giving consent to Williams Township’s issuance of a Public Act 198 tax exemption certificate to The Dow Chemical Company.  HALM

 

*    7.      Approving budget transfer for payment to State of Michigan for costs arising from an Administrative Consent Order with the Michigan Department of Environmental Quality.  BUSH

 

            8.      Giving tentative approval of the preliminary plat of Foxfire Subdivision No. 1, a residential subdivision of 35 lots on 44 acres south of West Wackerly Street and west of Dublin Avenue.  SCHROEDER

 

*          9.            Considering proposed 2000 City Council meeting dates.  DUSO

 

*        10.      Authorizing execution of a subrecipient agreement for Community Development Block Grant assistance to the Reece Community Living Endeavor.  SCHROEDER

 

           11.      Approving routing of Currie Municipal Golf Course pending street vacations:

                  a.   Authorizing execution of agreement with Matthews & Associates for architectural services and project supervision.  MCGUIRE

                  b.   Referring for review and recommendation the vacation of Burtless Street, Soper Street from Madison Street to Burch Street and the abandonment of Prentiss Street.  SCHROEDER

 

*         12.      Accepting Easement Agreements from Ricky H. and Tammie L. Limmer and Thomas R. and Marilyn I. Holsinger for water main and sanitary sewer on Huntley Lane.  MCMANUS

 

 *        13.     Accepting a Quit Claim Deed from Robert B. and Marion L. Tuttle for the area of Welch Drive to make this private street public.  MCMANUS

 

*         14.      Approving use of right of way for the Adopt-A-Street Program and allowing for recognition signs in connection with the program.  MCGUIRE

 

           15.           Considering purchases and contracts:

*                a.            West Service Drive Re-Surfacing and Repair – Washington Woods.  SCHROEDER

*                b.            MDOT Contract No. 99-5373 – resurfacing of US-10 BR (Eastman Avenue) from Saginaw Road to Bookness Street.  MCMANUS

*                c.            MDOT Contract No. 99-5424 for two bridge deck repairs on M-20/US-10 BR at Waldo and Saginaw Roads.  MCMANUS

*                d.            MDOT Contract No. 98-0605/A2 – reimbursement to City for purchase of customized minivan with handicap ramp.  MCGUIRE

*                e.           Rearloading refuse truck - DPS.  MCGUIRE

*                f.           Water Meters – Water Distribution.  BUSH

 

*         16.      Accepting the 1999 Huntley, Laughton and Welch Water Main Improvement Special Assessment District Special Assessment Roll and setting a public hearing on the roll (10/4).  DRYZGA
