CONSIDERATION OF ADOPTING CONSENT AGENDA ITEMS:

            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

 

APPROVAL OF MINUTES:

*          1.            Approve minutes of July 17 regular City Council meeting.  KOVACEVICH

 

PROCLAMATIONS, AWARDS, RECOGNITIONS, PRESENTATIONS:

            2.            Report on the U.S. 10/Bay City Road Interchange Detour.  TISDALE

ORDINANCE AMENDMENTS:

            3.            First reading of an ordinance to amend Chapter 24, Article II (Uniform Traffic Code), III (Auto Parking System), IV (Parking Violations Bureau) and V (Impoundment of Vehicles) of the City of Midland Code of Ordinances.  BRANSON

 

            4.            Zoning Petition No. 460 – rezone property on the east side of Dublin Avenue south of the Rail-Trail from Agricultural, Residential A-1 and Residential B to Community District.  (A public hearing was held on 7/17/00; this item was tabled to be further considered at the July 24, 2000 meeting.)  SCHROEDER


RESOLUTIONS:

            5.            Approving burial of a time capsule, the proposed time capsule marker, the inscription to be placed on the plaque and placement of the marker to be located on City property between City Hall and the Midland County Services Building.  DUSO

 

            6.            Waiving the requirement for sidewalk along Airport Road within the plat of Winterberry Place.  (This item was on the agenda on July 17; no action was taken.)  SCHROEDER

           

            7.            Approving proposed policy and fees for carports at senior housing facilities and revising two current sub-sections of Tenant Qualifications Points sections of the Policy for the Operation and Maintenance of Washington Woods and Riverside Place.  SCHROEDER

 

            8.            Appointing a new member to the Zoning Board of Appeals.  SCHROEDER

 

*          9.            Approving the incorporation of storage sheds into the CHOICE housing development.  SCHROEDER

 

          10.            Amending the Parks and Recreation Master Plan of 1998.  MCGUIRE

 

          11.            Making Traffic Control Orders permanent:  MCMANUS

*                      a.            S-00-01 – that Plainfield Street yield to Westbury Drive and Westbury Court

*                      b.            S-00-02 – that Melody Lane stop for Wilmington Drive

*                      c.            S-00-03 – that Robinhood Terrace yield to Plymouth Street

*                      d.            P-00-05 – that all day parking (6:00 a.m. to 3:00 a.m.) be permitted on Ellsworth Street between McDonald Street and Rodd Street

*                      e.            P-00-06 – that all day parking (6:00 a.m. to 3:00 a.m.) be permitted on Ohio Street between Tennessee Street and Swede Avenue

*                      f.            P-00-07 – that parking shall be limited to two hours duration daily on the southeast side of Ripley Street from Main Street to the northeast end of the recessed parking area

 

          12.            Consideration of purchases and contracts:
