CONSIDERATION OF ADOPTING CONSENT AGENDA ITEMS:

            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

 

APPROVAL OF MINUTES:

*          1.         Approve minutes of October 23 regular and November 7 special City Council meetings.  KOVACEVICH

 

PROCLAMATIONS, AWARDS, RECOGNITIONS:

            2.         Recognition of Lieutenant Greg A. Weisbarth as the 2000 Esther and Carl Gerstacker Fire Fighter of the Year recipient.  HARGARTEN

 

*          3.         Recognition of Living Word International Church’s 20th Anniversary.  TISDALE

 

PUBLIC HEARINGS:

            4.         Re-set public hearing for December 4, 2000, to consider amendment of 2000-01 Downtown Development Authority Budget to increase appropriations for capital outlay by $60,100.  (Also see material sent in October 23 agenda packet.)  FISHER

ORDINANCE AMENDMENTS:

            5.         Second reading and adoption of a proposed amendment to Section 15-133, Rules & Procedures, of the City of Midland MCTV Ordinance.  BEACOM

 

            6.         Second reading and adoption of a proposed amendment to the City of Midland Cemetery Fees Ordinance.  MCGUIRE

 

RESOLUTIONS:        

            7.         Approving vacation of Eastman Avenue from the corner of Ripley and Ellsworth Streets to the corner of Larkin and Jerome Streets.  OSTGARDEN

 

            8.         Approving the Final Plat of Scenic Estates No. 6, a residential subdivision of 23 lots on 12.46 acres south of East Wackerly Street and east of Jefferson Avenue.  OSTGARDEN

 

*          9.         Approving acquisition of a parcel of land from the State of Michigan to be used for public access to Sturgeon Creek Park.  MCGUIRE

 

*        10.         Approving Change Order #002 in the amount of $30,000 to the City’s contract with MJC Golf.  MCGUIRE

 

*        11.         Directing the City Manager to issue a letter to the United States Environmental Protection Agency in opposition to the proposed reclassification of chlorine gas from a “Disinfectant” to a “Restricted Use Pesticide”.  BUSH

 

*        12.         Receiving and filing the 2000 Annual Financial Statements and Auditor’s Report for the Saginaw-Midland Municipal Water Supply Corporation.  BUSH

 

*        13.         Approving rental of Storage Unit #6 of Building 11-A at Barstow Airport and authorizing execution of lease agreement.  MCMANUS

 

*        14.         Granting a modified easement to Ameritech/Michigan Bell Telephone Company for the installation of a utility cabinet on City property near the intersection of E. Ashman St. and Rockwell Dr.  MCMANUS

 

*        15.         Authorizing execution of a Memorandum of Understanding between the Michigan Department of Transportation and the City of Midland for exchange of Federal Funds for State Funds for the reconstruction of Saginaw Road from Dartmouth Drive to Patrick Road.  MCMANUS

 

          16.         Considering purchases and contracts:

                        a.         White Pine Library Cooperative services.  BARNARD

*                      b.         Gas Vent Installation Services – Landfill.  BUSH

*                      c.         Kent Street Pump Station Generator – Wastewater.  BUSH

*                      d.         Payment to Walsh and Associates, Inc. for contracted appraisal services in the defense of the assessment appeal by MCV.  BRANSON

 

*        17.         Setting a public hearing to consider a request for a special land use permit review and approval to conduct outdoor sales along the east side of the building at 3128 Jefferson Avenue.  OSTGARDEN
