            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

PUBLIC HEARINGS:

            4.         Zoning Petition No. 493 to rezone property at the northwest corner of Wheeler Street and Swede Avenue from Business A to Residential B.  (Also see material sent in August 12 agenda packet.)  LYNCH

 

            5.         2002 Commerce & Eastman Water Main Improvement Special Assessment District:

                        a.         Public Hearing of Necessity.  (Also see material sent in August 26 agenda packet.)  MCMANUS

                        b.         Accept Special Assessment Roll and set public hearing on the roll (9/23).  PAUL

 

            6.         Amend the 2002-03 City budgets and financial working plans to provide funding for June 30, 2002 encumbrances.  (Also see material sent in August 26 agenda packet.)  KEENAN

ORDINANCE AMENDMENTS:

            7.         Second reading and adoption of an ordinance amendment for Payment in Lieu of Taxes (P.I.L.O.T.) for Adams Acres Phase 1.  FISHER

 

            8.         First reading of an ordinance to add Article VI (Motor Vehicle Code) to Chapter 24 of the City of Midland Code of Ordinances.  BRANSON

 

RESOLUTIONS:

            9.         Approving Site Plan No. 215 for Hidden Pines Condominiums, a 12-unit site condominium, on the north side of N. Saginaw Road, west of Grandview Circle, south of Pheasant Ridge Drive and east of Eastman Avenue.  LYNCH

 

          10.          Approving Site Plan No. 216 for a 20,000 square foot ambulatory surgery center to be built on 2.25 acres at 4005 Orchard Dr.  LYNCH

 

*        11.          Authorizing refinancing of $11 million of outstanding 1993 Saginaw-Midland Municipal Water Supply Corporation refunding revenue bonds in order to take advantage of favorable interest rates.  FISHER

 

*        12.          Considering request to close streets in the downtown area for an Arts Included event on September 19.  DUSO

 

          13.          Considering purchases and contracts:
