CONSIDERATION OF ADOPTING CONSENT AGENDA ITEMS:

            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

 

APPROVAL OF MINUTES:

*          1.            Approve minutes of October 28 regular and November 4 special City Council meetings.  KOVACEVICH

 

PUBLIC HEARINGS:

            2.            Approving the creation of The Dow Chemical Company Renaissance Zone subject to a development agreement between The Dow Chemical Company and the City of Midland.  (Also see material sent in November 4 agenda packet.)  TOMION

 

            3.            Zoning Petition No. 494 to rezone property at the west side of Eastman Avenue north of W. St. Andrews Road from Limited Commercial, Manufacturing and Research and Residential A-1 District to Community.  (Also see material sent in October 14 agenda packet.)  LYNCH

ORDINANCE AMENDMENTS:

            4.            Second reading and adoption of an amendment to Section 21-71 of Division 2 of Article II of Chapter 21 to amend the fees for private golf carts at Currie Municipal Golf Course.  SPEESE

 

            5.            Second reading and adoption of an amendment to Section 16-16 of Chapter 16 regarding deer management within the City of Midland.  SPEESE

            6.            Introduction and first reading of the City of Midland Alcoholic Beverage Licenses for Consumption on the Premises Ordinance.  DUSO

 

RESOLUTIONS:

            7.            Providing tentative approval of the Preliminary Plat of Winding Creek Estates, a residential subdivision of 83 lots on 48.2 acres east of Perrine Road south of Letts Road.  LYNCH

 

*          8.            Accepting Easement Agreements from Joseph Partners LDHA for public sanitary sewers and water mains and from Midland Soccer Club for public sanitary sewers across their private developments on Joseph Drive.  MCMANUS

 

*          9.            Authorizes the sale at public auction on November 23, 2002 of surplus computer equipment and other surplus items.  MEYER

 

*        10.            Reappointing Kenneth E. Shrier to the Saginaw-Midland Municipal Water Supply Corporation.  BUSH

 

          11.            Considering purchases and contracts:

*                      a.            Trenchless Sewer Reconstruction of the Valley crossover sewer.  BUSH

*                      b.            Tractor/Loader/Backhoe – DPS.  SPEESE

*                      c.            Guard Rail Replacement.  MCMANUS

*                      d.            Payment to Walsh & Assoc., Inc., George E. Sansoucy, A. A. Schoenwald Assoc., Inc. and Whitfield Russell Assoc. for contracted appraisal services relating to the City’s defense in MCV’s appeal to the Michigan Tax Tribunal.  BRANSON

*                      e.            Payment to Braun, Kendrick, Finkbeiner, P.L.C., Westrate and Holmstrom, P.C. and Spiegel & McDiarmid for contracted legal services relating to the City’s defense in MCV’s appeal to the Michigan Tax Tribunal.  BRANSON

*                      f.            Payment to Meadowbrook Court Reporting for court reporting services in connection with the MCV property tax appeal trial.  BRANSON

*                      g.            Payment to Ayres Assoc. for professional engineering services in connection with the MCV tax appeal trial.  BRANSON

 

          12.            Directing the City Manager to schedule a public hearing on the creation of a Brownfield Redevelopment Authority and a project for The Dow Chemical Company (12/9).  LYNCH

 

*        13.            Accepting a donation of $11,500 for construction of a paved turnaround at the west end of Terra Drive.  MCMANUS
