            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

 

APPROVAL OF MINUTES:

*          1.            Approve minutes of February 10 regular City Council meeting.  KOVACEVICH

 

PUBLIC HEARINGS:

            2.            Amendment to the 2002-03 Major Street Maintenance Fund budget to recognize unanticipated revenues from construction refunds.  (Also see material sent in February 10 agenda packet.)  KEENAN

ORDINANCE AMENDMENTS:

            3.            First reading of ordinances amending fees for recreation programs:  MCGUIRE

                        a.            Section 21-70 of Division 1 of Article II of Chapter 21 – Civic Arena fees.

                        b.            Section 21-71 of Division 2 of Article II of Chapter 21 – Golf Course fees.

                        c.            Section 21-73 of Division 4 of Article II of Chapter 21 – General Recreation fees.

RESOLUTIONS:

*          4.            Receiving and filing the 2003 Annual Sidewalk Report.  MCMANUS

 

            5.            Receiving and filing the City Manager’s Report on the Annual Review of Class C, D and Resort Liquor Licenses.  DUSO

 

            6.            Approving request from The Dow Chemical Company to extend the completion date of the project identified by Industrial Facilities Exemption Certificate No. 2000-670 to December 31, 2003.  PAUL

 

*          7.            Allocating City and County of Midland Joint Building Authority Refunding Bonds, Series 2003, and covenants to comply with Securities and Exchange Commission Rule 15C2-12 regarding annual disclosure requirements.  FISHER

 

            8.            Postponing consideration of request from Altman Management Company for changes in the terms of PILOT status of Charter Square Apartments and Green Hill Apartments, pending receipt of staff report on PILOT program.  FISHER

 

*          9.            Making Traffic Control Order P-02-13 permanent – that parking shall be allowed on both sides of Maryland Street from Carolina Street to 1501 Maryland Street.  MCMANUS

 

          10.            Consideration of purchases and contracts:

*                      a.            Two Toro mowers – DPS.  MCGUIRE

*                      b.            Wide Area Mower – DPS.  MCGUIRE

*                      c.            Sidewalk Replacement Program.  MCGUIRE

*                      d.            Agreement with Suburban Hockey for services as an Owner’s Representative on the Civic Arena project.  MCGUIRE

*                      e.            2003 St. Andrews Reconstruction; Contract No. 2.  MCMANUS

*                      f.            2003 Coolidge Drive Reconstruction and Water Main Replacement;  Contract No. 6.  MCMANUS

                        g.            Telecommunications Agreement with Norlight Telecommunications.  MCMANUS

*                      h.            Payment to Terzo & Bologna for contracted appraisal services in the defense of the assessment appeal by The Dow Chemical Company regarding three separate parcels.  BRANSON

*                      i.            Payment to Miller, Canfield, Paddock & Stone for contracted legal services relating to the City’s defense in the Dow Corning Corporation and The Dow Chemical Company’s appeal to the Michigan Tax Tribunal.  BRANSON

*                      a.            Request from Precision Torque Control, Inc. for an Industrial Facilities Exemption Certificate within the Eastwick Industrial Park Industrial Development District relating to machinery and equipment (3/10).  PAUL

*                      b.            Request from Liquid Molding Systems, Inc. for an Industrial Facilities Exemption Certificate within the Eagle Ridge Industrial Development District No. 1 relating to real and personal property (3/10).  PAUL

*                      c.            Amendment to the 2002-03 budgets and financial working plans of selected funds to recognize the shortfall in investment earnings and state shared revenue (3/10).  KEENAN
