CONSIDERATION OF ADOPTING CONSENT AGENDA ITEMS:

            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

 

APPROVAL OF MINUTES:

*          1.         Approve minutes of February 24 regular City Council meeting.  KOVACEVICH

 

PUBLIC HEARINGS:

            2.         Request from Precision Torque Control, Inc. for an Industrial Facilities Exemption Certificate within the Eastwick Industrial Park Industrial Development District relating to machinery and equipment.  (Also see material sent in February 24 agenda packet.)  PAUL

 

            3.         Request from Liquid Molding Systems, Inc. for an Industrial Facilities Exemption Certificate within the Eagle Ridge Industrial Development District No. 1 relating to real and personal property.  (Also see material sent in February 24 agenda packet.)  PAUL

           


            4.         Proposed amendments to the West Main Street Historic District Guidelines and Standards for Review.  (Also see material sent in December 16, 2002 agenda packet.)  LYNCH

 

            5.         Amendment to the 2002-03 budgets and financial working plans of selected funds to recognize the shortfall in investment earnings and state shared revenue.  (Also see material sent in February 24 agenda packet.)  FISHER

ORDINANCE AMENDMENTS:

            7.         Second reading and adoption of ordinances amending fees for recreation programs:  MCGUIRE

                        a.         Section 21-70 of Division 1 of Article II of Chapter 21 – Civic Arena fees.

                        b.         Section 21-71 of Division 2 of Article II of Chapter 21 – Golf Course fees.

                        c.         Section 21-73 of Division 4 of Article II of Chapter 21 – General Recreation fees.

 

RESOLUTIONS:

            8.         Considering reappointment of incumbents to boards and commissions and establishing a timeline for filling remaining vacancies.  TISDALE

 

            9.         Directing the City Manager to prepare a report on the 2003 Sidewalk Improvement Program.  MCMANUS

 

*        10.         Directing the City Manager and City Attorney to prepare a conservation easement for lands in Porter Township to create a wetland pre-mitigation site.  MCMANUS

 

*        11.         Directing the City Manager to prepare a preliminary report for a special assessment district under the Shopping Area Redevelopment Act in the Shopping Area Redevelopment District (downtown).  ADAMCIK

 

*        12.         Supporting submission of a Transportation Enhancement Fund Application for construction of a bike path between Jefferson Avenue and the Midland Mall.  MAKI

 

*        13.         Authorizing reimbursement to The Royal Castle Companies for oversizing on the water main and street width on Joseph Drive.  MCMANUS

 

*        14.         Accepting eight new streets into the City of Midland Local Street System as required by the Michigan Department of Transportation for Act 51 funding.  MCMANUS

 

*        15.         Accepting the transfer of jurisdiction of certain county roads within the City of Midland to the jurisdiction of the City of Midland.  MCMANUS

 

          16.         Approving extension of time for completion of sidewalk:  LYNCH

                        a.         Stone Ridge South Subdivision No. 1

*                      b.         Stone Ridge South Subdivision No. 2

 

*        17.         Authorizing execution of an agreement with the Midland County Historical Society for a utility easement to cross the Rail Trail.  MCGUIRE

 

*        18.         Authorizing execution of a ChemConnect II application for online access to all accounts held at Chemical Bank and Trust and a ChemConnect II account agreement upon review and approval of the City Attorney.  KOVACEVICH

 

          19.         Consideration of purchases and contracts:

*                      a.         Termination of concession agreement – Currie Clubhouse.  MCGUIRE

*                      b.         Engineering Services for Stark Road Extension.  MCMANUS

*                      c.         Inspection and Oversight Services for Bay City Road Reconstruction.  MAKI

*                      d.         Reappoint Plante and Moran, PLLC to provide independent auditing services.  FISHER

*                      e.         Cells 15 – 19 Design Modification; Change Order No. 3.  BUSH

 

          20.         Setting a public hearing to solicit comments on a staff report on payments in lieu of taxes (PILOT) and affordable housing.  (4/14)  LYNCH

 

*        21.         Directing the City Manager to notify Midland County that two City parcels adjacent to the Landfill may be made available for possible conveyance to Midland County for the purposes of siting a new jail.  BUSH

 

          22.         Adjourning to a closed session to discuss strategy in connection with negotiations of collective bargaining agreements and to discuss pending litigation specifically, Midland Cogeneration Venture Limited Partnership vs. City of Midland. TOMION
