            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

 

APPROVAL OF MINUTES:

*          1.            Approve minutes of July 21 regular City Council meeting.  KOVACEVICH

 

PROCLAMATIONS, AWARDS, RECOGNITIONS, PRESENTATIONS:

            2.            Presentation by the Midland Conservation District of the Sturgeon Creek Watershed Management Plan and Policy Review Document.  BUSH

 

PUBLIC HEARINGS:

            3.            Civic Arena Report (Also see material sent in July 14 agenda packet.) and resolution directing staff to formulate a recommendation on the Civic Arena issue and directing the Parks and Recreation Commission to review the staff recommendation and make a final recommendation.  MCGUIRE

            4.            Referring the request of the Midland County Sportsman’s Club to hold a Gun & Knife Show to the Parks and Recreation Commission and setting a public hearing on the request (8/25).  MCGUIRE

 

            5.            Accepting the 2002-03 Library Board Annual Report.  BARNARD

 

            6.            Approving Site Plan No. 229 – Phase I of a multi-phase development of Midland Evangelical Free Church for a 125,000 sq. ft. family life center on property west of North Jefferson Road, south of Monroe Road on 75 acres.  LYNCH

 

*          7.            Authorizing execution of easement agreements for underground and overhead electrical lines at the St. Charles Softball Complex.  MCGUIRE

 

*          8.            Authorizing execution of a document granting consent for assignment of parking structure lease.  FISHER

 

            9.            Making Traffic Control Orders permanent:  MCMANUS

*                      a.            R-03-03 – that the speed limit on Rockwell Drive from James Savage Road to Bay City Road be posted at 35 mph.

*                      b.            R-03-04 – that the speed limit on Eastlawn Drive from Swede Avenue to Abbott Road be posted at 35 mph.

 

          10.            2003 Northeast Pressure District Water Main:  MCMANUS

*                      a.            Accepting an Easement Agreement from The Dow Chemical Company.

*                      b.            Zoning Petition No. 502 – to rezone property west of Stark Road, north of East Saginaw Road, at 1351 East Saginaw Road from Township Zoning to Office Service-2 (9/8).  LYNCH

*                      c.            Zoning Petition No. 503 – to rezone property east of Stark Road, north of East Saginaw Road, at 1649 East Saginaw Road from Township Zoning to Business B-2 (9/8).  LYNCH

*                      d.            Budget amendment to the Information Services Operation Fund for consulting services to prepare a Geographic Information System (GIS) Development Plan (8/25).  BIRCHMEIER
