            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

 

APPROVAL OF MINUTES:

*          1.         Approve minutes of October 13 regular City Council meeting.  KOVACEVICH

            2.         “Trick-Or-Treat for UNICEF” Week – October 27 – November 3.  TISDALE

ORDINANCE AMENDMENTS:

            3.         Introduction and First Reading of an amendment to the City of Midland Sanitary Landfill Rate Ordinance.  BUSH

 

RESOLUTIONS:

            4.         Approving Site Plan No. 232 – Midland Baptist Church Parking Lot, a parking lot expansion with a new street access on the southwest corner of Jefferson Avenue and Harper Lane on .64 acres.  LYNCH


            5.         Authorizing City staff to proceed with the design and implementation of a new terminal building at Jack Barstow Airport using donated funds.  MCMANUS

 

            6.         Supporting pursuit of a Michigan Department of Treasury personal property audit grant and authorizing  execution of any resulting grant agreements.  DUFORD

 

            7.         Electronic Transaction Policy:  KOVACEVICH

                        a.         Approving City’s ACH and Electronic Transaction Policy.

                        b.         Appointing City Treasurer as Electronic Transaction Officer for the City.

 

            8.         Making Traffic Control Orders Permanent:  MCMANUS

*                      a.         D-03-04 – that traffic signal control at the intersection of Waldo Ave. at Wheeler St., E. Ashman St., E. Patrick St., James Savage Rd., and Bay City Rd. shall operate in “color” mode from 6:00 a.m. to 10:00 p.m. daily, 7 days per week.

*                      b.         R-03-06 – that the speed limit on Sturgeon Ave. be reduced to 25 m.p.h. for 385’ north of Valorie Ln. and 485’south of Valorie Ln. on school days during specific times.

*                      c.         S-03-09 – that the “No Turn on Red” control on southbound Swede Ave. at Eastlawn Dr. be Mon. – Fri. between 7:00 a.m. to 9:00 a.m. and 2:00 p.m. to 4:00 p.m.

 

*          9.         Extending the “Three Free” fee waiver for yard waste collection through the leaf collection program.  MCGUIRE

 

          10.         Accepting the offer of a spraypark from the Rollin M. Gerstacker Foundation to be placed at Longview School and authorizing execution of a school/park partnership agreement.  MCGUIRE

 

          11.         Accepting a gift from the Midland Area Community Foundation to improve the dock facility near the Tridge.  MCGUIRE

 

          12.         Approving the First Amendment to the Filtered Water Service Agreement between the City of Midland and the County of Midland and Water District No. 1 of Midland County.  DUSO

 

*        13.         Approving the sale of Dow Chemical Company common stock received as a gift from the Herbert H. and Grace A. Dow Foundation, and placing the proceeds in the St. Charles Softball Diamonds project.  FISHER

 

          14.         Approving a City Council policy setting procedures for sale of securities received as a gift.  FISHER
