CONSIDERATION OF ADOPTING CONSENT AGENDA ITEMS:

            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

 

APPROVAL OF MINUTES:

*          1.         Approve minutes of January 26 regular City Council meeting and two special meetings of January 31.  TISDALE

 

PROCLAMATIONS, AWARDS, RECOGNITIONS, PRESENTATIONS:

            2.         Non-Violence Week – February 16 – 25.  RICHART

RESOLUTIONS:

            3.         Receiving and filing the Comprehensive Annual Financial Report for the year ended June 30, 2003 (This item was removed from the agenda of 1/26).  FISHER

 

            4.         Approving Site Plan No. 235, Alpine Mobile Home Village Phase II, for construction of a 137 site mobile home park expansion east of Perrine Road, south of Letts Street.  LYNCH

            5.         Making Traffic Control Orders permanent:  MCMANUS

*                      a.         P-03-18 – that parking shall be permitted on the north side of Wheeler Street from Birchwood Drive to Foster Road.

*                      b.         S-03-11 – that Joseph Drive shall stop for Midfield Lane and Midfield Lane shall stop for Joseph Drive, thus making a three-way stop.

 

            6.         Approving a budget transfer within the Landfill Fund budget to fund a solid waste surcharge increase imposed by the MDEQ.  BUSH

 

            7.         Considering purchases and contracts:

*                      a.         Authorizing a purchase order to Keller, Thoma, Schwarze for Labor Relations Services.  SPEESE

*                      b.         Civic Arena Architectural Services.  MCGUIRE

*                      c.         Administrative Cars and Light Duty Vehicles.  MCGUIRE

 

            8.         Setting public hearings:

*                      a.         Zoning Petition No. 505 – Family and Children’s Service of Midland – to rezone property at 1610 Bookness Street from Residential A-4 to Office Service 2 (3/8).  LYNCH

*                      b.         Proposed Use of Local Law Enforcement Block Grant Funding (2/23).  ST. LOUIS
