Adopting the 2004-05 City of Midland Budget, establishing the millage rate, authorizing levy of additional mills of property taxes on property in the Downtown Development District, authorizing imposition of a tax administration fee, authorizing the imposition of a late penalty collection fee during the City’s 2004 fiscal year, and providing that all refunds resulting from the negative .68 mills for tax appeal contingency reserve reduction shall be deducted from the Tax Appeal Contingency Reserve with the General Fund.
