CONSIDERATION OF ADOPTING CONSENT AGENDA ITEMS:

            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

 

APPROVAL OF MINUTES:

*          1.         Approve minutes of September 13 special and regular and September 20 special City Council meetings.  TISDALE

 

PROCLAMATIONS, AWARDS, RECOGNITIONS, PRESENTATIONS:

            2.         “Trick-or-Treat for UNICEF” Month – October 2004.  RICHART

 

            3.         MCTV Month – October 2004.  BEACOM

 

            4.         Fire Prevention Week – October 3 – 9.  GARCIA

 

            5.         Presentation by Kezziah Watkins on proposed process on Budget Priorities Community Roundtable Discussions on the 2005-06 Budget and resolution authorizing execution of a contract with Kezziah Watkins.  TISDALE

 

PUBLIC HEARINGS:

            6.         Request from The Dow Chemical Company to establish a Plant Rehabilitation District (Also see material sent in September 13 agenda packet).  DUFORD

 

            7.         Amendment to the 2004-05 DDA budget to provide funding for a part-time Office Assistant (Also see material sent in September 13 agenda packet).  O’CALLAGHAN

RESOLUTIONS:

*          8.         Accepting report providing an update on the 2004 City Council goals.  DUSO

 

            9.         Receiving a report from the Saginaw-Midland Municipal Water Supply Corporation and concurring with the recommendations for proposed improvements.  BUSH

 

*        10.          Approving the purchase agreement for the sale of a CHOICE house at 1003 Gordon Street.  LYNCH

 

*        11.          Accepting resignation of James Geisler from the Planning Commission.  DUSO

 

          12.          Making appointment to the Planning Commission.  TISDALE

 

          13.          Granting permission to the Chippewa Nature Center to build a portion of the Chippewa Trail on City property and committing the City to maintaining that portion of the Trail.  MCGUIRE

 

*        14.          Establishing the 2005 regular meeting dates for the Midland City Council.  DUSO

 

          15.          Considering purchases and contracts:

*                      a.         Liquid Calcium Chloride.  MCGUIRE

*                      b.         Contract with Thomas M. Colombo, CAE, Contract Assessor, to provide contractual professional services.  DUFORD

*                      c.         Water Fund Northeast Pressure District - Change Order  #2.  BUSH

 

          16.          Setting public hearings:

*                      a.         Consideration of the final draft of a new Zoning Ordinance, including a Zoning District Map, regulating the development and use of land within the City of Midland (10/25).  LYNCH

*                      b.         The Dow Chemical Company Brownfield Redevelopment Plan No. 3 (10/25).  DUSO

*                      c.         Amendment to the 2004-05 City budget and financial working plans to provide funding for June 30, 2004 encumbrances (10/11).  KEENAN
