CONSIDERATION OF ADOPTING CONSENT AGENDA ITEMS:

            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

APPROVAL OF MINUTES:

*          1.         Approve minutes of October 13 regular City Council meeting.  TISDALE

 

PROCLAMATIONS, AWARDS, RECOGNITIONS, PRESENTATIONS:

            2.         Recognition of awards presented to MCTV in the Philo T. Farnsworth Regional Video Contest.  BEACOM

 

PUBLIC HEARINGS:

            3.         Request from The Dow Chemical Company for an Industrial Facilities Tax Exemption Certificate (Also see material sent in the October 13 agenda packet).  DUFORD

 

            4.         Request from Dow AgroSciences, LLC for an Industrial Facilities Tax Exemption Certificate (Also see material sent in the October 13 agenda packet).  DUFORD

 

            5.         Goldenwood Drive Closure Project:

                        a.         Amendment to the 2008-09 Special Assessment Revolving Loan Fund and Local Street Fund budgets to provide budgetary authorization for the project (Also see material sent in the October 13 agenda packet).  KEENAN

                        b.         Accepting a Warranty Deed for Corporation from Ronald and Sandra Haughton for additional right-of-way required to construct a cul-de-sac at the end of Goldenwood Drive.  MAKI

 

PUBLIC COMMENTS, IF ANY, BEFORE CITY COUNCIL.  (Please sign up with City Clerk before meeting).  This is an opportunity for people to address the City Council on issues that are relevant to Council business but are not on the agenda.

 

ORDINANCE AMENDMENTS:

            6.         Introduction and first reading of amendments to the Code of Ordinances – Enhanced Access to Public Records:  FOISY

                        a.         Amendment to Chapter 7

                        b.         Amendment to Article XII, Section 21-160 of Chapter 21

 

RESOLUTIONS:

            7.         Request from City of Midland for a new Resort Economic Development Class C License to be located at 1300 Currie Parkway:  DUSO

                        a.         Authorizing the City Manager to execute documents required by the Liquor Control Commission and authorizing the City Clerk to insert the City Manager’s name and execute Form LC-4031 provided by the LCC.

                        b.         Authorizing the City Manager to pay the license fee, expend the necessary funds to modify both clubhouses, purchase the necessary liability insurance, amend the Parks Rules and directing the City Attorney to prepare an ordinance to prohibit non-golf course purchased alcohol at Currie Golf Course.

 

*          8.         Approving a General Fund budget transfer to provide funding for the 2008 budget roundtable process.  KEENAN

 

*          9.         Approving request for a fireworks display at Dow Gardens on December 13, 2008.  DUSO

 

          10.         Considering purchases and contracts:

*                      a.         Payment to Braun Kendrick Finkbeiner, PLC for contracted legal services relating to the City’s defense in the Michigan Electric Transmission Company appeal to the State Tax Commission.  BRANSON

*                      b.         Wheel Loader Three-Year Lease - Landfill.  BUSH

*                      c.         Diesel Fuel Purchase on October 17 (4/5 vote required).  MURPHY

*                      d.         Catch Basin Castings and Related Materials.  MURPHY

*                      e.         Payment to Part D Advisors for completion of the City’s application for subsidy from the Medicare Part D Prescription Drug Program.  WHITTINGTON

 

*        11.         Setting a public hearing on the request by Midland Equities, LLC, 215 Fast Ice Drive, to establish an Industrial Development District (11/10).  DUFORD
