CONSIDERATION OF ADOPTING CONSENT AGENDA ITEMS:

            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

APPROVAL OF MINUTES:

            2.         Michigan Department of Transportation Presentation to provide an update on various projects in Midland.  MCMANUS

PUBLIC HEARINGS:

            4.         Request by Republic Services to re-negotiate the curbside recycling contract and staff recommendation to suspend the program until the recycling commodities market rebounds (Also see material sent in March 23 agenda packet).  MURPHY

            5.         Zoning Petition No. 557 – to rezone property at 6500 and 6501 Airport Road from Lincoln Township zoning to Limited Commercial, Manufacturing and Research (LCMR) zoning district (Also see material sent in March 9 agenda packet).  BAKER

 

            6.         Zoning Text Amendment No. 148A – to increase the additional permitted uses by right to Article 22 – Limited Commercial, Manufacturing and Research (LCMR) zoning district (Also see material sent in March 9 agenda packet).  BAKER

 

            7.         Zoning Petition No. 559 – to rezone property at 8506 Sturgeon Avenue from Larkin Township zoning to Residential A-1 zoning district (Also see material sent in March 9 agenda packet).  BAKER

 

            8.         Zoning Petition No. 560 – to rezone property at 4674 E. Wheeler Road from Midland Township zoning to Agricultural zoning district (Also see material sent in March 9 agenda packet).  BAKER

ORDINANCE AMENDMENTS:

            9.         Second reading and adoption of an ordinance amendment adopting the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Maps and Enforcement Process for the City of Midland.  BAKER

 

RESOLUTIONS:

          10.         Receiving and filing the City Manager’s Proposed 2009-2010 Budget and directing the City Clerk to publish a notice of public hearings on the budget.  KEENAN

 

          11.         Receiving and filing the report on the boards and commissions appointment process.  TISDALE

 

*        12.         Accepting an Easement Agreement from Jesse John Sanders and Sabrina M. Novak for a sanitary sewer pump station on the west side of Sandow Road.  MCMANUS

 

*        13.         Receiving and filing the 2008 Saginaw-Midland Municipal Water Supply Corporation Annual Report.  BUSH

 

*        14.         Confirming the City Manager’s reappointments to the Downtown Development Authority.  BAKER

 

*        15.         Updating authorized persons to sign City of Midland checks and approve electronic transfer of funds to and from City of Midland depository accounts.  KEENAN

 

*        16.         Approving request to hold a TEA Party Protest/Rally on April 15.  DUSO

 

          17.         Setting a public hearing:

*                      a.         2009 Sidewalk Improvement Program Hearing of Necessity (5/11).  MCMANUS

*                      b.         Amendment to the 2008-09 City budgets and financial working plans to adjust revenues and expenditures to reflect the projected actual spending submitted during the 2009-10 budget process (4/27).  KEENAN
