CONSIDERATION OF ADOPTING CONSENT AGENDA ITEMS:

            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

APPROVAL OF MINUTES:

*          1.         Approve minutes of July 27 regular City Council meeting.  TISDALE

 

PUBLIC HEARINGS:

            2.         Conditional Use Permit No. 35 – a request from Rodney Huntley for a single-family residential dwelling in a Residential B zoning district at 4314 Isabella Street and 22 Huntley Lane on 1.82 acres (Also see material sent in July 13 agenda packet).  BAKER

 

            3.         Request from Caltech Industries, Inc. for an Industrial Facilities Tax Exemption Certificate within The Dow Chemical Industrial Development District No. 2 (Also see material sent in July 13 agenda packet).  DUFORD

 

PUBLIC COMMENTS, IF ANY, BEFORE CITY COUNCIL.  (Please sign up with City Clerk before meeting).  This is an opportunity for people to address the City Council on issues that are relevant to Council business but are not on the agenda.

 

RESOLUTIONS:

*          4.         Approving Site Plan No. 292 – Ieuter Insurance Group – for a 16,006 square foot office building located at 414 Townsend Street.  BAKER


*          5.         Expressing support for a reduction in the size of The Dow Chemical Company’s Renaissance Zone and authorizing execution of the amended Development Agreement.  DUSO

 

            6.         Expressing City Council support of a collaborative grant application for funding between the Midland Police Department and the Midland Area Partnership for Drug Free Youth, under the American Recovery and Reinvestment Act of 2009, Byrne JAG, submitted to the Office of Drug Control Policy, which has been selected to receive grant funding of $133,567.  LADWIG

 

*          7.         Recommending approval of the request to transfer ownership and location of a Class C liquor license (in escrow) from the Sweet Onion, Inc. to Northwood University, to transfer location and to reclassify to a B-Hotel with 31 rental rooms and to request a new Dance-Entertainment Permit.  DUSO

 

*          8.         Appointing Jeffrey Nielsen to the Board of Review.  TISDALE

 

*          9.         Making Traffic Control Order S-09-05 permanent – that Contractor Drive shall stop for Waldo Avenue.  MCMANUS

 

*        10.         Receiving quarterly financial statements of the City of Midland for the quarters ending December 31, 2008 and March 31, 2009.  KEENAN

 

          11.         Considering purchases and contracts:

*                      a.         Fuel Purchase from July 23 (4/5 vote required).  MURPHY

*                      b.         2009 Sidewalk Replacement Program.  MURPHY

*                      c.         Mowers.  MURPHY

*                      d.         Community Development Block Grant (CDBG) Subrecipient Agreements.  BAKER

*                      e.         Midland Building Trades Program Project Contractual Agreement.  BAKER

*                      f.          Purchase Order Increase – Contractual Services, Out Lawns & Miscellaneous Repairs.  BUSH

 

*        12.         Setting a public hearing on a request to vacate the walkway between 123 and 127 W. Nelson Street and 128 and 202 Helen Street (9/21).  BAKER
