            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

APPROVAL OF MINUTES:

ORDINANCE AMENDMENTS:

            5.         Second reading and adoption of an ordinance to provide payment in lieu of taxes (PILOTs) for the Affordable Housing Alliance (AHA).  KEENAN

 

 

 

RESOLUTIONS:

            6.         Receiving and filing a summary report on the energy-related activities currently undertaken by the City.  BUSH

 

*          7.         Approving the amended Final Plat of Scenic Estates No. 7, a residential subdivision of 29 lots on 15.48 acres located east of Jefferson Avenue and south of Wackerly Street.  BAKER

 

*          8.         Approving the annexation request from Todd Bennett of Earl D. Bennett Construction, Inc. for property located at 2035 N. Jefferson Road.  BAKER

 

*          9.         Approving the negotiated contract settlement between the City of Midland and the Midland Municipal Employees Association.  WHITTINGTON

 

*        10.         Approving request from the Mid Michigan Gemcraft and Mineral Society Club to place directional signs in the public right-of-way on November 7 for their Gem Show.  DUSO

 

*        11.         Approving request from Ryan Hackett to hold a Half Marathon event utilizing the Rail Trail and charging an entry fee.  DUSO

 

          12.         Considering purchases and contracts:

*                      a.         Diesel Fuel Purchase of October 7 (4/5 vote required).  MURPHY

*                      b.         Re-roof City Forest Chalet.  MURPHY

*                      c.         Municipal Service Center Access Control Project.  MURPHY

*                      d.         Truck Body Retrofitting.  MURPHY

*                      e.         Traffic Consulting Services.  MCMANUS

*                      f.          Landfill Street Paving.  BUSH

*                      g.         Integrated Utilities Improvement Project – Final Design of the Gas to Energy Plant and the Landfill Gas Compressor Building.  BUSH

*                      h.         Increase Purchase Order for Aluminum Handrails.  BUSH

 

*        13.         Setting a public hearing on an amendment to the 2009-2010 General Fund budget to recognize additional revenue of $30,208 from a Federal Grant to provide for overtime wages associated with community/public relations activities; and to recognize additional revenue of $45,000 from a State grant to facilitate a partnership project between the City of Midland Police Department and the Midland Area Partnership for Drug Free Youth (11/9).  BLOCK

 

*        14.         Approving request of Midland Evangelical Free Church to conduct youth ministry event overnight in Farmers Market area on November 6.  DUSO
