CONSIDERATION OF ADOPTING CONSENT AGENDA ITEMS:

            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

APPROVAL OF MINUTES:

*          1.         Approve minutes of December 7 special and regular City Council meetings.  TISDALE

 

PROCLAMATIONS, AWARDS, RECOGNITIONS, PRESENTATIONS:

            2.         Recognition of Bette R. & Jim Tollar of 40 years of promoting beautification in the City of Midland.  POST

 

            3.         Presentation of two 2009 Bette R. Tollar Civic Commitment Awards.  POST

 

PUBLIC HEARINGS:

            4.         Conditional Use Permit No. 36 – a request of Daniel and Mary Spegel for a group daycare home (7 - 12 children) located at 5805 W. Wackerly St. in a Residential A-1 zoning district on 2.67 acres (Also see material sent in November 23 agenda packet).  BAKER

 

            5.         Planned Unit Development No. 16 – property west of Abbott Road, north of Betsey Drive and south of Alta Court – request to remove requirement to construct a 4’ wide sidewalk on Kitty Hawk Circle (Also see material sent in November 23 agenda packet).  BAKER

ORDINANCE AMENDMENTS:

            6.         Introduction and first reading of ordinances amending fees for recreation programs:  MURPHY

                        a.         Sec. 21-72 of Div. 3 of Article II of Chapter 21 – Swimming Pool Fees.

                        b.         Sec. 21-73 of Div. 4 of Article II of Chapter 21 – General Recreation Fees.

 

RESOLUTIONS:

            7.         Accepting a donation from the Charles J. Strosacker Foundation for the renovation of Thrune Park.  MURPHY

 

            8.         Receiving and filing the Comprehensive Annual Financial Report and the Single Audit Report for the year ended June 30, 2009.  KEENAN

 

            9.         Rejecting the 2009 Local Officers’ Compensation Commission Determinations as filed on November 23, 2009 (4/5 vote required).  TISDALE

 

*         10.        Filing a report that outlines the process used to make bulk fuel purchases.  MURPHY

 

*         11.        Receiving and filing the Saginaw-Midland Municipal Water Supply Corporation Financial Statements.  BUSH

 

*         12.        Approving annexation request from James and Jill Johnson for property located at 1334 N. Stark Rd.  BAKER

 

*         13.        Approving request to hold a duathlon in City Forest and charge an entry fee.  DUSO

 

           14.        Considering purchases and contracts:

*                      a.         Diesel Fuel purchase on December 2 (4/5 vote required).  MURPHY

*                      b.         Unleaded Fuel purchase on December 8 (4/5 vote required).  MURPHY

*                      c.         City Forest Chalet Roofing Project Change Orders.  MURPHY

*                      d.         Pump for Valley Pump Station.  BUSH

 

           15.        Setting a public hearing:

*                      a.         Zoning Petition No. 563 – Earl D. Bennett Construction – to rezone property at 204 Commerce Drive from Larkin Township to Residential B zoning district (1/11/10).  BAKER

*                      b.         Conditional Use Permit No. 37 – to consider a request of Mann Construction, Inc. for an A & W Restaurant (drive-in/drive-thru) located at 1514 Washington St. in a Regional Commercial zoning district on 1.37 acres (1/11/10).  BAKER
