CONSIDERATION OF ADOPTING CONSENT AGENDA ITEMS:

            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

APPROVAL OF MINUTES:

1.                  *  Approve minutes of the October 10 regular City Council meeting.  TISDALE

 

PROCLAMATIONS, AWARDS, RECOGNITIONS, PRESENTATIONS:

2.                  Proclamation recognizing Keith Baker for his years of service to the City of Midland.  LYNCH

 

PUBLIC HEARINGS:

3.                  Zoning Text Amendment No. 153 - to amend the City of Midland Zoning Ordinance to permit chickens with special standards in the single family residential districts in the city of Midland (Also see material sent in September 26 agenda packet).  BAKER

4.                  Conditional Use Permit No. 40 - to approve a request of Matekel General Contracting for 21st Century Hoyne, LLC for a 10 unit town house development located at 1100 West Wackerly Street in an Office Service Zoning District on 1.25 acres (Also see material sent in September 26 agenda packet).  BAKER

5.                  First amendment to the Urban Cooperation Act agreement between the City of Midland and the Charter Township of Larkin (Also see material sent in October 10 agenda packet).  DUSO

ORDINANCE AMENDMENTS:

6.                  Second reading and adoption of an ordinance to amend Fire Department Fines, Fees and Penalties:  GARCIA

a.                   Article I and Article II - Uniform Fire Code of Chapter 8, and repealing Sections 8-3 and 8-4 of Article I and Section 8-11 of Article II of Chapter 8.

b.                  Chapter 21 by creating Article XIII - Fire Department Service Fees.

c.                   Chapter 34 by amending Section 34-5 - Municipal Civil Infractions.

 

RESOLUTIONS:

7.                  *  Approving the sale of property at 712 Prairie Creek Drive.  BAKER

8.                  Approving a two-year extension of time for completion of sidewalk in City Forest Estates Subdivision No. 1.  BAKER

9.                  Approving a two-year extension of time for completion of sidewalk in City Forest Estates Subdivision No. 2.  BAKER

10.              Amending water service agreements:  DUSO

a.                   First Amendment between the City of Midland and the Charter Township of Larkin.

b.                  Second Amendment between the City of Midland and Water District No. 1 of Midland County.

11.              *  Approving request to conduct an event on December 31 in downtown Midland utilizing amplified sound and the public right-of-way.  DUSO

Considering purchases and contracts:

12.              *  Payment to Braun, Kendrick, Finkbeiner, P.L.C. for contracted legal services relating to the City's defense in the Midland Cogeneration Venture appeal to the Michigan Tax Tribunal.  BRANSON

13.              *  Aluminum Handrail Replacement - Wastewater Treatment Plant.  BUSH
