CONSIDERATION OF ADOPTING CONSENT AGENDA ITEMS:

            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

APPROVAL OF MINUTES:

2.                  Proclamation recognizing Leonardo Garcia for his years of service to the City of Midland.  LYNCH

3.                  Proclamation recognizing Gerald Ladwig for his years of service to the City of Midland.  LYNCH

4.                  MDOT Presentation for safety improvements at Patrick Road and B.R. 10 using the roundabout concept.  MCMANUS

 


PUBLIC HEARINGS:

5.                  Zoning Text Amendment No. 154 - to amend the City of Midland Zoning Ordinance to increase the amount of wall signage permitted in the IA and IB zoning districts in the City of Midland.  WINLAND

6.                  Notifying the Council of the filing of the 2011 Local Officers' Compensation Commission Determinations and placing the 2011 LOCC Determinations on the December 19, 2011 City Council agenda for the purpose of hearing public comment.  TISDALE

7.                  *  Receiving and filing the 2011 Construction Progress Report.  MCMANUS

8.                  Receiving petitions and requests for capital projects and referring them to the Engineering Department for consideration in the 2012 Construction Program.  MCMANUS

a.                   Water Main on Waldo Avenue from Wheeler Street to north side of US-10

b.                  Sanitary Sewer on Waldo Avenue from Wheeler Street to north side of US-10

c.                   Sanitary Sewer on Dublin Avenue from Saginaw Road to 800 feet south

d.                  Street Improvement of Dublin Avenue from Saginaw Road to 800 feet south

e.                   Non-Motorized Transportation improvements

9.                  *  Making Traffic Control Orders Permanent.  MCMANUS

a.                   D-11-04 - that the intersection of Eastlawn Drive and Waldo Avenue be controlled by traffic signal operation

b.                  R-11-02 - that Bay City Road be converted from one-way traffic to two-way traffic from Saginaw Road to Walter Street

Considering purchases and contracts:

10.              *  Winter Blend Diesel Fuel Purchase of November 16 (4/5 vote required).  MURPHY

11.              *  Increase Purchase Order to M & M Stump Removal related to Emerald Ash Borer Project.  MURPHY

12.              *  Lease Agreement with Charter Communications for ground space on the Jefferson Water Tower site - Water.  BUSH


Setting a public hearing:

13.              *  Request from Quad/Graphics, Inc. for an Industrial Facilities Tax Exemption Certificate within the Third Expanded Pendell Printing Industrial Development District No. 1. (12/19)  DUFORD

14.              *  Amendment to the 2011-12 Equipment Revolving Fund budget to increase expenditures by $23,000 to replace a totaled police patrol car and recognize $17,950 in revenue received from the insurance claim.  (12/19)  MURPHY
