            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

APPROVAL OF MINUTES:

1.                  *  Approve minutes of the February 20 regular and February 29 special meetings.  TISDALE

3.                  Request from CPI Engineering Services, Inc. for an Industrial Facilities Tax Exemption Certificate within the Expanded Design Craftsmen, Inc. Industrial Development District No. 1 and the STOX Industrial Development District No. 1 (also see material sent in the February 20 packet).  DUFORD

4.                  Directing the City Manager to prepare a report on the 2012 Sidewalk Improvement Program.  MCMANUS

5.                  *  Authorizing an Easement for Overhead Electric Line Agreement from the City of Midland to Consumers Energy Company to provide electric service to Superior Metal Recycling, LLC.  BUSH

6.                  *  Accepting changes to the Cemetery Rules.  MURPHY

7.                  *  Receiving and filing the City Attorney's Report on the Annual Review of Liquor Licenses in the City of Midland.  BRANSON

8.                  *  Approving request to transfer ownership and location of escrowed liquor license from Cafe Tandoori to El Patron.  BRANSON

9.                  *  Approving the final plat of Pinehaven Estates, a residential subdivision of 14 lots on 12.02 acres located east of Foster Road and north of Wheeler Street.  KAYE

10.              *  Making Traffic Control Order S-11-10 Permanent - that Plumtree Lane shall stop for Countryside Drive.  MCMANUS

11.              *  Approving request to conduct the Non Commissioned Officers Association 5K Run/Walk on Saturday, October 27 utilizing the Rail Trail, using amplified sound and charging an entry fee.  MCMANUS

12.              *  Accepting an Easement Agreement from Airgas USA, LLC for public water mains on private property at the Airgas site at the northwest corner of Saginaw Road and Discovery Way.  MCMANUS

13.              *  Accepting an Easement Agreement from Midland Investment Group, LLC for public water mains on private property at the Panera Bread site on Eastman Avenue.  MCMANUS

18.              *  To amend the Downtown Development Authority Tax Increment Financing Plan (3/26).  TISDALE
