CONSIDERATION OF ADOPTING CONSENT AGENDA ITEMS:

            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

APPROVAL OF MINUTES:

1.                  *  Approve minutes of the May 20 regular and June 3 special City Council meetings.  TISDALE

 

PROCLAMATIONS, AWARDS, RECOGNITIONS, PRESENTATIONS:

2.                  Amateur Radio Week - June 17-23.  RICHART

3.                  Presentation of a Needs Assessment as completed by the Midland Area Community Foundation.  LYNCH

 

PUBLIC HEARINGS:

4.                  Zoning Petition No. 585 - to amend the City of Midland zoning map by rezoning property located at 4120 Isabella Street from Regional Commercial to Office Service 50 feet west and from Office Service to Residential A-1 single-family residential district 30 feet south (also see material sent in the May 6 agenda packet).  KAYE

ORDINANCE AMENDMENTS:

5.                  Introduction and first reading of an ordinance amending Section 28-52 of Division 3 of Article II of Chapter 28 - Water Rates.  BUSH

6.                  Introduction and first reading of an ordinance amending Section 28-182 of Division 4 of Article III of Chapter 28 - Sewer Capital Charges.  BUSH

7.                  Introduction and first reading of an ordinance amending Section 28-163 of Division 3 of Article III of Chapter 28 - Sewer Rates.  BUSH

 

RESOLUTIONS:

8.                  *  Approving Site Plan No. 318 - for plan review and approval for a 30,000 square foot two-story office building, located at 409 Ashman Street.  KAYE

9.                  Accepting a donation from the Midland Softball Association to construct a picnic pavilion at the Redcoats Softball Complex.  MURPHY

10.              *  Authorizing the Midland Explorers Booster Club to host a beer tent at Emerson Park July 26-28 in conjunction with a state softball tournament as a fundraiser for the Booster Club.  MURPHY

11.              *  Approving the request of the Line Drive Women's Softball Club to host two girls softball tournaments in Midland.  MURPHY

12.              Approving resolutions for Midland Civic Arena project:  KEENAN

a.                   *  Accepting a gift of $141,350 from The Herbert H. and Grace A. Dow Foundation.

b.                  *  Setting a public hearing to amend the 2013-14 Civic Arena Fund budget to recognize additional revenue of $141,350 to fund the conversion of the north arena of the Midland Civic Arena into a turf facility (6/24).

13.              Approving the levy of taxes for the July 2013 tax roll:  DUFORD

c.                   *  Bay City Public Schools

14.              *  Approving the levy of taxes for the July 2013 tax roll for special assessments and accounts receivable.  DUFORD

15.              *  Approving the request from the Mackinac Center to hang a banner on a City light pole in downtown Midland.  TISDALE

16.              *  Approving the Metropolitan Planning Organization Committee assignments.  MCMANUS
