CONSIDERATION OF ADOPTING CONSENT AGENDA ITEMS:

            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

APPROVAL OF MINUTES:

1.               *  Approve minutes of the December 16 regular City Council meeting.  TISDALE

 

PROCLAMATIONS, AWARDS, RECOGNITIONS, PRESENTATIONS:

2.               Presentation on upcoming channel changes for the MCTV Network on the Charter Communications system starting January 21.  BEACOM

 

PUBLIC HEARINGS:

3.               Amendment to the 2013-14 General Fund, Major Street Fund, Municipal Service Center Fund, Washington Woods Fund, and Riverside Place Fund budgets to increase revenue and expenditures to recognize gifts from The Herbert H. and Grace A. Dow Foundation, the Rollin M. Gerstacker Foundation, and the Charles J. Strosacker Foundation to be used for numerous infrastructure improvements (also see material sent in the December 16 agenda packet).  KEENAN

4.               Request to vacate portions of Corning Lane and Sauve Street (also see material sent in the November 25 agenda packet).  KAYE

5.               Conditional Use Permit No. 49 - a request of Eastlawn Center LC, for review and approval of a conditional land use for a drive-thru window lane at the Eastlawn Center Food Court located at 961 South Saginaw Road (also see material sent in the December 16 agenda packet).  KAYE

ORDINANCE AMENDMENTS:

6.               Introduction and first reading of an ordinance amending fees for recreation offerings by amending Sec. 21-73 of Division 4 of Article II or Chapter 21 - General Recreation Fees.  MURPHY

 

RESOLUTIONS:

7.               Receiving and filing a staff report to the City Council regarding outcomes of the 2014 City Council Planning Retreat.  LYNCH

8.               Receiving and filing the 2014-15 Construction Priorities Report.  MCMANUS

9.               *  Approving the annexation request from Benjamin and Amanda Swinson for property located at 3927 Letts Road.  KAYE

10.            *  Confirming the City Manager's appointment of Chris Schloemann to the Center City Authority Board.  TISDALE

11.            *  Adopting the updated Midland County Hazard Mitigation Plan.  KAYE

12.            *  Making Traffic Control Orders Permanent.  MCMANUS

a.                *  P-13-01 - that there shall be no parking on the westerly side of Ashman Street and the Farmers Market from Ann Street to 400' southerly to the Pere Marquette Rail Trail Entrance.

b.               *  P-13-03 - that parking shall be prohibited on both sides of E. Collins Street from Rodd Street to George Street.

c.                *  S-13-05 - that Trotter's Pointe shall stop for Wheeler Street.

d.               *  S-13-06 - that Gettysburg Street shall stop for Springfield Drive.

13.            *  Approving the request of the Knights of Columbus, Blessed Sacrament Council to hold a walk on Saturday, May 3 with back up dates of May 4 and May 24.  MCMANUS

Considering purchases and contracts:

14.            *  Payment to Braun, Kendrick, Finkbeiner, P.L.C. for contracted legal services related to the City's defense in the World Color (USA) tax appeal to the Michigan Tax Tribunal.  BRANSON

15.            *  Diesel Fuel Purchase of December 10 (4/5 vote required).  MURPHY

16.            *  Diesel Fuel Purchase of December 20 (4/5 vote required).  MURPHY

17.            *  Unleaded Fuel Purchase of December 20 (4/5 vote required).  MURPHY

18.            *  Change Orders from Three Rivers Corporation for interior improvements at the Grace A. Dow Memorial Library.  BARNARD

19.            *  Change Order for furniture modifications at the Grace A. Dow Memorial Library by Space, Inc. and fund additional furniture purchases.  BARNARD
