CONSIDERATION OF ADOPTING CONSENT AGENDA ITEMS:

            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

APPROVAL OF MINUTES:

1.               *  Approve minutes of the January 27 regular City Council meeting.  TISDALE

 

PROCLAMATIONS, AWARDS, RECOGNITIONS, PRESENTATIONS:

2.               Presentation on the Governor's Regional Prosperity Initiative by East Michigan Council of Governments.  LYNCH

PUBLIC COMMENTS, IF ANY, BEFORE CITY COUNCIL.  (Please sign up with City Clerk before meeting).  This is an opportunity for people to address the City Council on issues that are relevant to Council business but are not on the agenda.

RESOLUTIONS:

3.               *  Approving Site Plan 325 - Midland Towne Center Storage - for site plan review and approval for a 20,900 square foot self storage unit, located at 1547 Washington Street.  KAYE

4.               Approving Site Plan 327 - Midland Place Apartments - for site plan review and approval for a development consisting of three apartment buildings, located at 2414 Swede Avenue.  KAYE

5.               *  Approving the County of Midland / City of Midland Emergency Operations Plan as submitted and authorizing and directing the City Manager to re-certify the Plan.  LYNCH

6.               *  Making Traffic Control Orders Permanent.  MCMANUS

a.                *  P-13-04 - that parking shall be prohibited in the non-recessed parking areas on E. Main Street and State Street, from the Poseyville Road Bridge to Ellsworth Street.

b.               *  P-13-05 - that three hour parking shall be permitted in the recessed areas on both sides of Main Street, 340' southeasterly from Cronkright Street to State Street.

c.                *  P-13-06 - that three hour parking shall be permitted in the recessed areas on both sides of State Street, from Main Street to Ellsworth Street.

d.               *  P-13-07 - that stopping, standing and parking shall be prohibited on both sides of State Street from Indian Street to Ellsworth Street, and that all previous TCOs along this street segment are rescinded.

e.                *  P-13-08 - that three hour parallel parking shall be permitted on the southerly side of Ellsworth Street, from George Street to 330' easterly.

f.                *  P-13-09 - that stopping, standing and parking shall be prohibited on the southeasterly side of Ellsworth Street, 330' southeasterly from George Street to State Street.

7.               *  Recognizing The Little Forks Conservancy as a non-profit organization in the community.  LYNCH

8.               *  Recommending approval of a request from East End Enterprises, LLC for a PA501 Redevelopment Liquor License.  TISDALE

9.               Approving the sale of fuel to Midland Public Schools.  MURPHY

10.            *  Approving the request of Smitty's Iron Works, Inc. to hold the Smitty's Spring Fling 5k Run/Walk fundraising event on Saturday, April 5.  MCMANUS
