CONSIDERATION OF ADOPTING CONSENT AGENDA ITEMS:

            All resolutions marked with an asterisk are considered to be routine and will be enacted by one motion.  There will be no separate consideration of these items unless a Council member or citizen so requests during the discussion stage of the “Motion to adopt the Consent Agenda as indicated”.  If there is even a single request the item will be removed from the consent agenda without further motion and considered in its listed sequence in regular fashion.

APPROVAL OF MINUTES:

1.               *  Approve minutes of the March 10 regular and March 12 and 19 special City Council meetings.  TISDALE

PUBLIC HEARINGS:

2.               Zoning Petition No. 589 - to amend the City of Midland zoning map by rezoning the property located at 6200 Eastman Avenue from Office Service zoning to Regional Commercial zoning (also see material sent in the February 24 agenda packet).  KAYE

3.               Amendment to the 2013-14 Center City Authority budget to recognize $11,000 of revenue from the Midland Area Community Foundation for Center City signage (also see material sent in the March 10 agenda packet).  TISDALE

5.               *  Accepting four new street segments into the City of Midland Local Street System as required by the Michigan Department of Transportation for Act 51 funding.  MCMANUS

6.               Approving the Labor Agreement between the City of Midland and the Midland Police Officers Association.  WHITTINGTON

7.               Approving the Labor Agreement between the City of Midland and the Midland Municipal Supervisory Employees Association.  WHITTINGTON

8.               *  Authorizing a revision to a subrecipient agreement with Midland County Habitat for Humanity.  KAYE

9.               *  Recommending approval of a revision to resolution of support for the East End Enterprises, LLC redevelopment liquor license.  TISDALE

10.            *  Approving the request from Digity Media to host a volleyball tournament at Stratford Woods Park June 21.  MURPHY

11.            Accepting the resignation of J.Dee Brooks as Councilman of the Third Ward.  TISDALE

16.            *  Payment to Braun, Kendrick, Finkbeiner, P.L.C. for contracted legal services related to the City's defense in the Max Era, Inc. tax appeal to the Michigan Tax Tribunal.  BRANSON

Setting a public hearing:

21.            *  Directing the City Manager to prepare a preliminary report for the renewal of the Shopping Area Redevelopment Act assessment for the Downtown Midland District and setting a public hearing of necessity (4/14).  TISDALE

22.            *  Consideration of the Tax Increment Financing Plan and Development Plan for the SmartZone of the City of Midland (4/28).  LYNCH
