A special meeting of the City Council was held on Saturday, January 17, 2009, at 8:35 a.m. in the Council Chambers in City Hall.  Mayor Johnson presided.


Councilmen present:

Thomas Adams, Maureen Donker, Bruce Johnson, Hollis McKeag, Joseph Rokosz

Councilmen absent:




Jon Lynch, City Manager, reviewed Michigan and local economic trends, as well as results of the 2008 citizen roundtable process.


Director of Fiscal Services David Keenan presented an overview of the City’s finances including expenditure estimates and revenue projections.


Paula Whittington, Assistant City Manager for Human Resources, guided Council through employee wage and benefit benchmarking results.


At 11:00 a.m. City Council adjourned to a closed session to discuss collective bargaining goals.


At 12:00 p.m. Scott Walker, Executive Director of Midland Tomorrow, provided Council with an update on local economic development efforts.


Leonardo Garcia, Fire Chief, updated Council on the community fire services analysis which recommends enhanced response coverage by adding a fire station and/or relocating existing stations.


Brian McManus, City Engineer, provided a status report regarding conditions of infrastructure including streets, water distribution systems, and sanitary sewer systems.


Noel Bush, Director of Utilities, explained the background and findings of sanitary sewer capacity modeling.


At 2:37 p.m. Council solicited public input receiving comments from Mr. Dale Bement, 116 Koerner Court, and Mr. Larry Pillepich, 3602 McKeith Road.


Jon Lynch, City Manager, reviewed draft 2009-2010 City Council Goals.


Council discussed the following three City Council goals:

1.    Ensure economic sustainability

2.    Provide outstanding quality of life via excellent services and amenities

3.    Provide effective stewardship of community resources


Members of Council also discussed their expectations regarding increased property tax millage and budget cuts for FY 09-10.
