A special meeting of the City Council was held on Saturday, January 16, 2010, at 9:00 a.m. in the Council Chambers in City Hall. Mayor Donker presided.
Thomas Adams, Maureen Donker, Scott Gaynor, Bruce Johnson,
Jon Lynch, City Manager, reviewed Michigan and local economic trends and fiscal challenges likely to be faced during FY10-11.
Director of Fiscal Services David Keenan presented an overview of the City’s finances including expenditure estimates and revenue projections.
Scott Walker, Midland Tomorrow Executive Director, provided Council with a review of local economic development efforts and available economic development incentives.
Jeff Nagel, MBS Airport Manager, reviewed construction progress on the new terminal building and utilization activity at the facility.
Brian McManus, City Engineer, provided a status report regarding street maintenance efforts and led a discussion on repurposing funding previously dedicated to the Eastman Avenue boulevard project.
Leonardo Garcia, Fire Chief, updated Council on results of a community fire services analysis pointing to the need to relocate existing fire stations and put a new station into service.
Carl Ellinger, Superintendent of Midland Public Schools, reviewed recent actions taken by the School Board to close several elementary schools and the circumstances requiring such action.
David Keenan, Director of Fiscal Services, gave a presentation on the City’s New World enterprise software implementation program.
Jon Lynch, City Manager, reviewed the 2009-2010 City Council Goals.
Council discussed the following three City Council goals:
1. Ensure economic sustainability.
2. Provide outstanding quality of life via excellent services and amenities.
3. Provide effective stewardship of community resources.
